Perspectives on containing antimicrobial resistance – ways to go … Karl Ekdahl, Strategic Advisor on behalf of Zsuzsanna Jakab, Director European Centre for Disease Prevention and Control (ECDC) Speech at international STRAMA meeting Stockholm 14 th September, 2005 AF3/18 Annex 1

ECDC role AF3/18 Annex 1

Built on previous activities (DG SANCO) EARSS – European Antimicrobial Resistance Surveillance System ESAC – Scientific Evaluation on the Use of Antimicrobial Agents in Human Therapy EUCAST – European Committee on Antimicrobial Susceptibility Testing SAR – Self medication with antibiotics and resistance levels in Europe Enter-net (enteric pathogens), EU-IBIS (HI and mgc), Euro-TB (MDR TB), ESSTI (gc) HELICS – Hospitals in Europe Link for Infection Control through Surveillance  IPSE – Improving Patient Safety in Europe “The misuse of a miracle” – TV-film AF3/18 Annex 1

ECDC - an independent EU agency with a broad mandate Founding Regulation 851/2004/EC –Close cooperation with MS and EU bodies –Surveillance –Risk identification and risk assessment –Preparedness planning –Response to health threats and events –Training –Communication –Scientific opinions and guidelines AF3/18 Annex 1

ECDC action plan on AMR Surveillance Evidence based public health action Areas of special concern Country support Other activities AF3/18 Annex 1

Surveillance Coordinate existing networks Review the comprehensiveness and comparability of data Support further harmonization of methods and breakpoints Add and/or improve resistance components in relevant surveillance networks Ensure rapid communication on particularly resistant, emerging strains of bacteria Foster close collaboration with veterinary medicine and EFSA to improve further susceptibility monitoring for zoonotic pathogens AF3/18 Annex 1

Evidence-based public health actions Evaluate the scientific basis for interventions Cost-benefit analysis of AMR vs. intervention actions Develop guidelines on good practice and on protective measures Facilitate sharing of information and experience of PH actions in MS AF3/18 Annex 1

Areas of special concern Healthcare-associated infections –Promote actions to improve infection prevention and control in the health care sector at large Immunization programs –Support and strengthen present strategies in collaboration with WHO AF3/18 Annex 1

Country support Provide expertise in the development of intervention strategies for countries with low, medium and high resistance levels Give active support to countries on request Initiate coordinating meetings with National Coordinating Groups AF3/18 Annex 1

Other Activities I Promote the prudent use of antibiotics Provide information to public and professionals Actively work with the MS and Commission to bring the ‘Community strategy against AMR’ further Provide risk assessment where needed AMR conference in 2006/2007 Monitor and foster public health research AF3/18 Annex 1

Other Activities II Establish collaboration with veterinary organizations and pharmaceutical industry Foster implementation of successful EU- activities and networks in neighbouring countries (neighbourhood policy) Take an active part in global activities – like REACT and WHO AF3/18 Annex 1
