1 GBV Guidelines on Coordination Stresses the multi-sectoral approach Promotes establishment of inter- agency and multi-sector working groups Provide important directives for GBV coordination in any humanitarian context, the cluster approach offers an explicit structure in which GBV coordination can be established from the onset of an emergency

3 GBV Area of Responsibility Global level Develop effective and inclusive protection mechanisms that promote a coherent, comprehensive and coordinated approach to GBV at the field level, including prevention, care support recovery and perpetrator accountability Field level Facilitate rapid implementation of GBV programming in an acute humanitarian emergency setting, including liaison and coordination with other clusters/organizations, training and sensitization, strategic planning, monitoring and evaluation All actions must be:  In line with the IASC Guidelines  In accordance with international humanitarian and human rights law  Informed by regional or national legal frameworks in specific country support

4 Handbook for Coordinating GBV Interventions in Humanitarian Settings An initial study undertaken in 208 by the GBV AoR documenting GBV coordination structures in humanitarian settings around the world found that field guidance on establishing and leading a GBV coordinating body was a priority A quick reference tool that provides practical guidance on leadership roles, key responsibilities and specific actions to be taken when establishing and maintaining a GBV coordination mechanism in an emergency

5 TOR ON COORDINATION Working with the existing GBV-related networks and other relevant partners, and building the groups’ capacity to ensure implementation of GBV prevention and response actions. Build capacity of coordination mechanisms in place. Where required and appropriate, the GBV Advisor may exceptionally act as a GBV AoR/subcluster coordinator for a stop-gap period of no more than three months. The primary support provided to GBV coordination should focus on strengthening coordination capacity thru on the job mentoring of the GBV sub-cluster coordinator a the national and/or field level as needed
