1 The main violations of indigenous peoples rights in Russia Indigenous peoples are deprived of priority access to lands and biological resources Absence of influence on the activity of industrial enterprises The indigenous peoples of Russia does not have the legal rights of ownership, use or possession on land and renewable natural resources, where they originally live, hunt, fish, deer graze Solving large-scale tasks of economic development of the country goes through injurious withdrawal of natural resources without considering the interests of indigenous peoples Indigenous peoples of Russia do not receive tangible benefits from the resources extraction The foundations of their economic, cultural and spiritual life are undermined, habitat and basics of traditional food are violated The current partnership among state and business has become a tool of injustices against indigenous peoples The federal authorities of Russia are well aware of the problems and ways of solution, but do not take effective measures

2 Necessary measures to restore violated rights The main goal is the protection of indigenous peoples' rights to favorable original habitat, traditional way of life and traditional nature use Priority directions is to achieve: adjustment of the regulatory legal base on protection of the rights of indigenous peoples joint with indigenous peoples regulation of the legal regime of ownership, use and disposal of land and biological resources in indigenous lands creation the optimal mechanism for the participation of indigenous peoples in regulation of the state policy in the field of natural resource development and management of industrial enterprises, working in places of their traditional residence ensuring the representation of indigenous peoples in legislative (representative) bodies of subjects of the Russian Federation and the representative bodies of local self-government securing the rights of indigenous peoples to own original socio- economic and cultural development, protection of original habitat, traditional way of life and occupations

3 Real human rights situation in Russia A number of Russian officials characterize NGO’s initiatives as «politically motivated» and contrary to state policy The true aspirations of indigenous peoples are ignored and the decision of actual problems is postponed for an indefinite period Most of the statements of russian officials is just an attempt to justify the violation of human rights in Russia Most of the officials and law-enforcers chosen the line suppression of civil society institutions by improper interpretation of their human rights activities as extremist activities Some persons with fascist beliefs are at the present russian government and parliament Most of the russian politicians have chauvinist trend Further failure to take adequate measures may lead to destabilization of political situation and mass acts of violence in Russia

4 Action Plan of NGO "Yakutia - Our Opinion" in special consultative status with ECOSOC of UN What we need Consolidation of civil society in Russia Attraction the world community Use international law to resolve the problems My plans in case of continuation of human rights violations in Russia I will personally monitor the progress of implementation of the adopted decisions I will initiate the adoption of adequate measures of coercion in relation to Russia The russian authorities will be supressed through a wide range of international instruments I will suggest to consider imposition of international sanctions against Russia and exclusion of Russia from the international organizations and associations
