4 CACHE Level 2 Child Care and Education © Hodder Education 2008 Children in need: children and families living in poverty Overall, 1 in 3 children are living in poverty in the UK today. Poverty causes a poor quality of life. It brings stress and sometimes also despair. The national and local support that is available for children and families.

5 CACHE Level 2 Child Care and Education © Hodder Education 2008 The Children Act 1989 This Act identifies the needs of children as paramount (that is, of the greatest importance) and attempts to support them in the family by giving ‘parental responsibility’ to one, or more, appropriate person(s).

(This applies to all children's home staff, including any agency, temporary, volunteer and student staff.)
