2 POLITICAL PROCESS IN MEXICO CITY Background Multimodal stations presents problems of design, operation management, travel experience, informal commerce, and so on. Mexico City government worked on the remodeling one using PPPs: CETRAM El Rosario. However, it was really problematic the process with the investor and the results were not good in terms of travel experience, operation and integration with the public space. Mexico City Government want to continue remodeling multimodal stations using PPPs, without the mistakes of the past, namely : improving planning. Also knowing the mistakes at CETRAM Ciudad Azteca done by the government of State of Mexico (part of the metropolitan area of Mexico City).

6 The political process to change the approach in which multimodal stations are planned has relied on the opportunities generated by the knowledge of: 1.Institutional times 2.Institutional process 3.Public policy priorities 4.Analysis of past projects 5.Networking

7 POLITICAL PROCESS IN MEXICO CITY 1. Institutional times Mexico City change of government in 2012. By law, city government has to make new plans for transportation and for urban development. 2. Institutional process New plans need to be done in the first year. Two ways done: internally or contracting a consultant. Any PPP need guidelines to be done.

8 POLITICAL PROCESS IN MEXICO CITY 3. Public policy priorities Improve public transit. Improve multimodal stations with private investment (PPP´s). 4. Analysis of past projects Criticism of multimodal stations (CETRAMs) done in the past: of El Rosario and Ciudad Azteca. Proposals for CETRAM Tacubaya by ITDP.

10 POLITICAL PROCESS IN MEXICO CITY 5. Networking With new public servants at different agencies. With some investors and architects. With stakeholders.

11 POLITICAL PROCESS IN MEXICO CITY Action Early approach to government, with proposal and recommendation of consultants Support with human resources, analysis, TdRs, meetings and other information required to advance on planning and projects. Show best international practices.

12 POLITICAL PROCESS IN MEXICO CITY Results New approach to planning and with new goals. New approach to develop multimodal stations. Better relation with government and stakeholders. ITDP positioning on the subject, accompanied with other actions.
