2 Partnership principle  The SOPT was developed by a Working Group, established in October 2004 with an Order of the Minister of Transport.  40 Members of the Working Group – representatives of the key ministries, local administration, NGOs, Employer’s, transport and environment organizations, Universities, socio- economic partners.  Since October 2006 eleven working sessions were held.  Partnership principle during SOPT development was strictly followed.

3 Goals of the Sectoral Operational Programme on Transport  Overall Goals -Development of sustainable transport system  Specific Goals -Integration of the national transport system into the European Union Transport Network -Achievement of balance between different modes of transport

5 Development of railway infrastructure along the major national and Trans-European transport axes :  The Priority axis Development of railway infrastructure along the major national and Trans-European transport axes comprises a group of operations which are closely related and have the following specific measurable goals: - Modernization, rehabilitation and electrification of railway sections along the Trans-European transport axes of nation-wide and EU importance; - Modernization, rehabilitation and electrification of railway sections connecting the main railway network of Republic of Bulgaria with the main railway networks of the neighboring countries  Operations under this priorities will be co-funded by the Cohesion Fund

6 Development of road infrastructure along the major national and Trans-European transport axes:  The priority axis comprises a group of operations which are related and have the following specific, measurable goals: - Establishment and development of the main road infrastructure of nation wide and EU importance; - Establishment and development of the road infrastructure connecting the main road network of RB with the main road networks of the neighboring countries.  The most important operations under the Priority Axis could be summarized as follows: - Construction of new and rehabilitation and modernization of the existing motorways and I class roads of nation-wide and EU importance - Construction of new and modernization and rehabilitation of the existing II class roads along the TEN-T of nation-wide and EU importance - Construction, modernization and rehabilitation of road sections connecting the main road network of RB with the main road networks of the neighboring countries  Operations under this priorities will be co-funded by the Cohesion Fund

7 Improvement of intermodality for passengers and freights  The priority axis comprises a group of operations which are related and have the following specific, measurable goals: - Improvement of the network of combined transport terminals and development of areas for freight villages; - Development of multimodal mobility for passengers.  The operations corresponding to the first goal “Improvement of the network of combined transport terminals and development of areas for freight villages” will be related to the: - Construction of new intermodal terminals and the improvement of the technical, technological and operational parameters of the existing terminals - Construction of freight villages in the related areas  Operations under this priorities will be co-funded by the European Regional Development Fund

8 Improvement of the maritime and inland-waterway navigation  The priority axis comprises a group of operations which are related and have the following specific, measurable goal: - Improvement of the vessel traffic conditions on the Danube River and the Bulgarian maritime spaces.  The operations under the Priority axes Improvement of the maritime and inland-waterway navigation will be related to the: - Removing the bottlenecks on the Danube River - Setting up and development of navigation information systems  Operations under this priorities will be co-funded by the European Regional Development Fund

9 Technical Assistance :  The main objective of this Priority Axis is to achieve efficient and effective management and implementation of the SOP on Transport. - Technical assistance will be used for programming, managing, implementation, monitoring, control, evaluation of the SOP on Transport; publicity measures, improvement of administrative capacity linked to the management of the Funds, studies.  Indicative amount allocated for this priority ~1 % of the total for the Programme

15 Institutional framework of the Sectoral Operational Programme on Transport  Managing authority : With a Council of Ministers Decree № 4/21.01.2000, put into force since 17.12.2004, Coordination of Programmes and Projects Directorate within the Ministry of Transport was nominated to act as Managing Authority of the Sectoral Operational Programme on Transport.  Beneficiaries :  National Railway Infrastructure Company  National Fund Road Infrastructure  Agency for Exploration and Maintenance of Danube River  Maritime Administration Executive Agency  Municipalities
