2 Project framework Nine countries covered: Afghanistan, China, India, Mongolia, Kazakhstan, Kyrgyzstan, Tajikistan, Ukraine, and Uzbekistan Implementing agencies: UNECE, in collaboration with UNESCAP and UNCTAD Budget: $629,900, financed from UNDA Implementation rate ( as of 31 Dec 2012 ): 92.4% All deliverables finalized by 31 Dec 2012

3 Three principal goals 1. Increase skills to develop and maintain an attractive investment climate to encourage foreign direct investment into fossil fuel-fired electricity sector. 2. Improve cooperation between energy policy makers in countries covered by the project and investors. 3. Increase skills to develop pre-feasibility studies on the power sector and related fossil fuel projects in each targeted country.

4 The overall goal and business case To mitigate climate change by attracting investment needed to increase conversion (“upstream”) efficiency of electrical power plants. The business case for the project: In the UNECE region, over 60% of electricity comes from fossil fuels. Conversion efficiency of current fleets <30%; best available technology: 45% Deploying best available technology would result in enormous emission savings
