SNEAP and SELA not reflective of emerging JCS SELA included sites not in planning system Significant public objection to EJCS Emerging JCS lowering housing and jobs targets Population forecasting showed lower job requirement SELA ignored cross boundary issues

9 East Midlands Councils Employment Land Workshop Lessons learnt County wide ELS useful providing it respects emerging JCS evidence The purpose of the ELS needs to be defined clearly Is it evidence based? Is it a promotional inward investment tool? Ownership can be an issue Timing is critical
