5 Timetable Development Process DfT specifies the timetable through franchise awarded to the train operator, in Greater London TfL has options to request enhancement to services TfL, and other transport bodies and other affected passenger and freight operators are consulted on changes TOC submits bids and Network Rail consults on operability of the base timetable with affected parties Network Rail undertakes Timetable modelling TOC publishes the detailed timetable
