4 Pilots Bill of Rights 2 Passed by the US Senate on December 15 th. Must also pass the House, where it has 152 bipartisan cosponsors. Most pilots who have held a valid third class medical, either regular or special issuance, within 10 years of the legislation’s enactment would never need to get another FAA medical exam. The rule would apply to pilots flying VFR or IFR in aircraft weighing up to 6,000 pounds (no limitations on horsepower, number of engines, or gear type) and carrying up to five passengers at altitudes below 18,000 feet and speeds up to 250 knots.

5 HYI Runway 13 / 31 A coal tar seal will be applied to Runway 13/31 before permanent striping is done. Because we're approaching the colder months, the seal will not occur until the Spring. Until then, the runway will remain open. Due to safety concerns, a request has been made to TxDOT to apply a temporary centerline and temporary runway numbers. If approved, temporary striping would occur within the next three weeks. Please continue to check NOTAMs.

10 Lack of Proficiency Not many other explanations for crashing a perfectly good airplane. This Month Lack of Proficiency was responsible for 17 of the 22 Deaths. Stay focused on your own proficiency. Keep doing what you’ve been doing. And, add a little emphasis to Bold Face procedures.

12 File your “NASA” form electronically: http://asrs.arc.nasa.gov/report/electronic. html FAA Regulations prohibit reports filed with NASA from being used for FAA enforcement purposes. As long as your acts are not determined to be “intentional” (you followed the rules) Your identity will remain anonymous. File the NASA Report within 10 days of the incident You may file as many NASA Reports as you like…there is no limit. So….no matter how minor the incident…file a NASA Report You may only use a NASA Report for immunity from FAA enforcement actions once every five years

13 Advise When Ready To Copy a Number: Regarding ATC requests to "call a number" after landing. In most cases, calling this number will not prevent the FAA from taking any planned action; generally it is a method to collect the pilot's name and certificate numbers for processing an alleged violation. If you are asked to call a number after landing, First … File your “NASA” form electronically: http://asrs.arc.nasa.gov/report/electronic.html Then … at your discretion, call the number requested by ATC

15 The pilot of a Civil Air Patrol Cessna 172 that crashed into a building in Anchorage on Tuesday was a five-year member of the organization but was not authorized to fly the plane that day. The Civil Air Patrol has confirmed that First Lt. Doug Demarest (age 42) was killed after he took the plane on an "unsanctioned" flight. No one else was hurt. The airplane struck the 4 th floor of an office building about 6 a.m. It hit a second building as it fell to the ground, then came to rest against another building, and burned. The first building hit houses a law firm (on the 6 th floor), Dorsey & Whitney, where the pilot's wife, Katherine Demarest, is employed as an attorney. A managing partner of her law firm, speaking for the family, told The Associated Press Friday the crash was a suicide. She declined to provide details.

17 Suicide is NEVER The Answer 1.Things Change Over Time You may feel very bad today, but it won’t last forever (define “forever”). 2. There Are Always Other Options….. Always (that aren’t as permanent) Every problem has a solution. 3. You Can’t Predict The Future Even if the thing that you are afraid of does happen, you can’t predict how things are going to turn out (things MIGHT be better). 4. Focus On The Facts of Your Situation and Not Your Thoughts Your “distressed” thoughts are exaggerated and are not based on reality.

18 The Suicide Rate for Young Adults has Tripled Since the 1950s The teenage and young adult years have increasingly become a very stressful time. Up until about 50 years ago, high school was considered by many to be the best years of life, unsurpassed except for those fortunate enough to attend college. But today, the suicide rate for people between 15 and 24 years of age has tripled since the 1950s … while the suicide rate for adults fell by 7 percent, and the suicide rate for the elderly fell by 30 percent.

19 Be a Good Wingman … Keep an eye on your kids … and your buddy! _________________________________________ CAP Seniors: As parents and grandparents (voting aged adults) concentrate on how to treat the root cause. Treating the symptoms does some good. Curing the root cause of the “suicide” disease is the REAL solution. (discussion would exceed my level of expertise)
