3 Ohio Department of HealthDISCLAIMER certifying employer zThis course will cover OSHA 29 CFR 1910.120, U.S. EPA 40 CFR 311, and NFiPA 472, Awareness Level, with the following exceptions: A-2-4.1, 2-4.1.1, 2-4.1.3, 2-4.1.4, 2-4.2, and 2-4.2.1. The exceptions are specific sections that refer to competencies that are required to be conducted by either the “local authority having jurisdiction” or by using the “local emergency response plan” or “local standard operating procedures.” Those specific elements need to be addressed by the certifying employer before the employee can meet the NFiPA Standard 472.

4 Ohio Department of Health Introduction zThe Hazardous Materials First Responders Awareness Level Course is designed to meet the requirements of 29 CFR 1910.120 “The Final Rule” effective March 6, 1990 and EPA 40 CFR-311and NFPA 472 Standard for Professional Competencies of Responders to Hazardous Materials Incidents.

5 Ohio Department of Health Who Needs It? zLaw Enforcement zFire Personnel zEMS Personnel zOther personnel who are most likely to encounter hazardous materials, be first on the scene of a hazardous materials incident or work on a hazardous materials site as a condition of their employment including health care and EMS workers.

6 Ohio Department of Health Objectives at Awareness Level zUnderstand what hazardous materials are, and the risk associated with them in an incident. zRecognize the presence of hazardous materials in an emergency. zExplain the importance of initiating command and control activities during a hazardous material incident.
