Executive and Management Groups Agency Executives: Executives from California Energy Commission, California Public Utilities Commission, California Independent System Operator, California Natural Resources Agency, and U.S. Bureau of Land Management who will develop the goals for the RETI 2.0 process and oversee the process. Partner Agency Coordination Group: Agencies that will commit to participate in, inform, and help shape the RETI 2.0 process, as well as utilize the results to inform their own planning or regulatory decisions. Management Group: Senior staff from the California Energy Commission, California Public Utilities Commission, and California Independent System Operator, who will support the Agency Executives and coordinate the overall RETI 2.0 process. Environmental and Land Use Technical Group Goals and Objectives: The Environmental and Land Use Technical Group will be led by the CEC in close coordination with the REAT agencies, local governments, Tribes, and other agencies with relevant environmental and land use expertise. This group will assist the RETI 2.0 participants in assessing environmental and land use considerations related to possible locations for renewable energy development. This would include gathering data from outside of California to help identify renewable energy resources, environmental and land use opportunities and constraints in the West. Environmental and Land Use Technical Group Deliverables/Methodology: Through a series of CEC workshops and a robust stakeholder process, this group will: Compile and vet the best available environmental and land use data and make recommendations on data use and additional data needs, while building on work that has been done for the DRECP, the San Joaquin Valley Solar Process, and other relevant planning processes. Support stakeholder and agency efforts to utilize this information in order to assist in identifying lower conflict areas for potential renewable energy development. Transmission Technical Input Group Goals and Objectives: The Transmission Technical Input Group will assemble relevant in- state and west-wide transmission capability and upgrade cost information to inform resource development conservations on the reasonably-needed transmission system implications and to assist in the developing potential corridor scenarios. Transmission Technical Input Group Deliverables/Methodology: Through coordinating collection of data from group members, input from stakeholders and CEC workshops supporting a robust stakeholder process, this group will: Provide initial transmission input on likely in-state developments necessary to access potential renewable generation and refine the data as combinations of renewable resources are developed through other RETI groups’ activities. Provide planning level transmission cost estimates and any available information on environmental and other permitting issues for in-state requirements, using existing data to the greatest extent possible. Compile transmission planning information on potential WECC- wide system reinforcements that may provide or improve access to renewable generation or to integration resources. RETI 2.0 Plenary Group California Public Utilities Commission California Energy Commission Goals and Objectives: Through workshops and direct stakeholder process, and working from existing analyses where possible, the group will: Discuss and vet planning assumptions, utilizing data from CEC, CPUC, ISO, that support the overall goals of RETI 2.0 process, in light of statewide GHG and renewable energy goals. Discuss qualitatively what the state should be looking for in selecting resource areas. Consider resource potential and environmental and land use information to assist with identifying lower conflict areas for potential renewable energy development. Construct and discuss combinations of renewable energy resource areas and associated transmission improvements that can help achieve California’s 2030 climate and renewable energy goals. 10
