Support for building comprehensive framework for civil security in the BSR. Support for keeping PA Secure in the EUSBSR as one of the core policy areas. 2

Implementation of the flagship project FROM GAPS TO CAPS Developing third Baltic Leadership Programme (topics – participants – training curriculum – time & place). Exploring a possibilty to establish permanent training institution. 4

5. What is ahead of us? Developing policy recommendations to establish macro-regional framework for full cycle of crisis management. Developing concept of new project aimed at bridging experience-based and knowledge-based recommendation for civil protection 5
