4  Challenges & Solutions Challenges: Growth of WSC unlimited, creating resource and manageability problems Solutions: Upper limit of seated communities is set by the number of state, national, and provincial bodies or the number of seats allocated to zones

5  Challenges & Solutions Challenges: No consistently applied seating criteria Solutions: Objective criteria remove the personal element of seating decisions

6  Challenges & Solutions Challenges: Lack of clear seating criteria can encourage regional splits Solutions: State/nation/province seating will encourage regional reunification
