But, at the end he says, “And yet, by heaven, I think my love as rare as any she belied with false compare.” This means that he believes that his mistress is as beautiful as any other woman. He was referencing to sonnet 130 by Shakespeare. He uses it to convey a better meaning than just saying that ‘I love her’.
