Long-term cost savings by moving to one hardware/software system, plus the maintenance of one facility. The potential to expand the collaboration to include a shared database for crime analysis, and for use by in-the-field police officers. Enhanced communications for fire and EMS responders with the potential to streamline and reduce emergency response times. This partnership opens the doors to future, higher-level collaborative efforts between participating agencies. Findings

Location

Transitioning to a consolidated dispatching center will take approximately two years, pending final agreement to proceed by all participating entities, subject to funding availability, and as a result of the logistical and staff complexities involved in maintaining existing service levels while transitioning to the new approach. The potential exists for other communities to join this collaborative effort over time. Next Steps

The study has identified several cost-sharing models for establishing and maintaining a shared dispatching center over the long term, based on a number of factors that include population and calls for service. Once implemented, long-term savings are expected due to the sharing of a facility, technology and staffing. Cost Considerations

Start-up costs may offset operational savings in the short term. The actual amount of projected savings is not yet available as it will be influenced by decisions regarding the findings of the study and the manner in which the police departments would operate without the separate PSAPs. Currently, the PSAPs perform duties not directly tied to emergency call taking and dispatching. Each police department will need to determine how those duties would be performed if a consolidated center is created. Cost Considerations

9 ARCHITECTURE ENGINEERING COMMUNICATIONS TECHNOLOGY AVIATION | CIVIL | CONSTRUCTION SERVICES | DATA SYSTEMS | ENVIRONMENTAL FACILITIES ENGINEERING | GEOSPATIAL | NETWORKS | PUBLIC SAFETY | TRANSPORTATION Radio Systems – Dublin and Worthington are on the Central Ohio Interoperable Communications System (COIRS), while Hilliard and Upper Arlington are on the City of Columbus radio system. A variety of steps are noted in the study for dealing with the different systems. Automated Technology Systems – The four entities are utilizing different technology systems for computer-aided dispatch and records management. A consolidated center would require the migration to one computer-aided dispatch program and consideration of whether to go to one records management system. The study identifies Dublin’s systems as capable of expanding to support a consolidated center. Technology Considerations

10 ARCHITECTURE ENGINEERING COMMUNICATIONS TECHNOLOGY AVIATION | CIVIL | CONSTRUCTION SERVICES | DATA SYSTEMS | ENVIRONMENTAL FACILITIES ENGINEERING | GEOSPATIAL | NETWORKS | PUBLIC SAFETY | TRANSPORTATION Facility – Expansion of the Dublin PSAP to accommodate consolidated center Staffing – Minimum of 35-40 people to staff a consolidated center. Governance – Hilliard*, Upper Arlington and Worthington consolidate operations under the City of Dublin with a Memorandum of Understanding (MOU) that outlines the agreement among the parties. Funding – Various funding models based on population, real estate assessments or calls for service. Timeline – Transition may take two years or more. The estimated timeline for the transition would likely occur in phases. Additional analysis of each facet the transition will need to be conducted to establish a firm timeline. Note that construction and technology upgrade timelines factor greatly into transition timeline Operational Considerations

11 ARCHITECTURE ENGINEERING COMMUNICATIONS TECHNOLOGY AVIATION | CIVIL | CONSTRUCTION SERVICES | DATA SYSTEMS | ENVIRONMENTAL FACILITIES ENGINEERING | GEOSPATIAL | NETWORKS | PUBLIC SAFETY | TRANSPORTATION Norwich Township has entered into an agreement with the City of Dublin to transition Fire/EMS dispatching services from the City of Hilliard to Dublin effective October 1, 2013 Anticipated/planned transition of Hilliard Police dispatching to Dublin via pending agreement to occur January 2013 911 call taking for Hilliard to transition in interim – calls for Hilliard police will be transferred to Hilliard dispatcher until police dispatching transition is complete Norwich Township and City of Hilliard

There may also be administrative positions available to handle administrative tasks currently handled by the existing PSAPs. CURRENT EMPLOYEES

This commitment to a high level of service would continue in a consolidated center. A consolidated center can more easily respond to the increasing sophistication demanded by PSAPs and the complex technological systems involved in the delivery of public safety services. Dublin’s PSAP is designated as a primary PSAP which means they receive wire-line and wireless 911 calls directly. The PSAPs in Hilliard, Upper Arlington and Worthington are secondary PSAPs which mean they receive wire-line calls directly, but the larger percentage of their calls (wireless calls) are answered by a primary center such as Dublin, Franklin County and Columbus; then transferred to the secondary PSAP. If a consolidated center is created and operated in Dublin, it would have the benefit of operating as a primary PSAP for all calls for service and would greatly reduce the transfer of emergency calls.
