12 To promote a sustainable growth of the ICT Sector
i. Vision and Mission To effectively address the environmental challenges of the ICT sector through well structured sectorial strategies To set up a well structured programme to support the accomplishment of the targets and the implementation of the roadmaps To promote a sustainable growth of the ICT Sector To contribute to the accomplishment of the new UN Sustainable Development Goals To position the ITU and ICT sector as the leading industry to enable a clean, low carbon and climate resilient economy To identify standardization gaps within the ICT sector in order to address environmental sustainability challenges

13 ii. Assessment of the Initiative
To identify the challenges and opportunities the ICT Sector will face during this process To define a governance model that includes all stakeholders, led by ITU together with other UN agencies and technical experts. To establish a financial model to facilitate the implementation of the roadmaps (GHG & E-waste) activities: Next slide presents an example of a financial model that could be applicable: Green ICT Innovation Fund Challenges & Opportunities Governance Model Financial Model

14 Proposed Financial Model* Creation of the Green ICT Innovation Fund
Role: Implementation of roadmaps activities and follow up Project development Technical advice Fundraising Projects Scope ICT Projects aimed at GHG Emissions Reduction ICT projects for Climate Change Mitigation & Adaptation E-waste management etc Green ICT Innovation Fund ITU Sector Members & Associates ITU Member States - Ministries of ICTs and/or Environment EU Horizon 2020 Funds Green Climate Fund Multilateral & Development Organizations UN Agencies (UNEP, Basel Convention, UNIDO, UNESCO, UNU, etc) Private Sector non - ICT Crowdfunding mechanisms *Proposal to be accepted, funds to be managed based on workstreams, for example 1) E-waste and 2) Climate Change Reference of Similar Funds: WSIS Fund in Trust: IFC – World Bank Climate Finance:

22 GHG Target Scope KPI definition
GHG Emissions Scope KPI Primary Sources of Information to build the KPI GHG Emissions from the ICT Industry/ per device Scope 1 (Direct Emissions) + Scope 2 (Indirect Emissions) Methodology ITU- T L.1420 (includes principles of GHG Protocol & ISO 14064) Scope 3 emissions not included CO2 emissions/ No. subscriptions Others GHG emissions  Companies public disclosure information Proposal: Devices  No. Subscriptions from ITU Statistics Important to clarify M2M connections in the context of subscriptions Responsibility of the goal is from the ICT industry (companies) It can cover scope 1 & scope 2 emissions. Is a baseline to build a new and more consistent KPI and target in the future

24 GHG Target Roadmap Proposed activities
Steps Roadmap activities 1. ICT Sector & Industry Analysis UNFCCC framework (including EU ETS, Regulatory Framework, etc) Risks and opportunities of climate change for the ICT Industry (IPCC, etc) Comprehensive analysis of ICT Industry Responses (Companies case-studies) 2. Standardized Assessment Development of ICT Industry/Sector GHG Inventories and evolution scenarios Identification of sources of energy consumption and GHG emissions Baseline Definition (Baseline year, boundaries, KPIs and Measurement Methodology) Analysis of options for Energy & GHG Emissions reduction in the ICT Sector Standardization gaps identification 3. ICT Industry Action Plan to Reduce GHG. Emissions Sectorial scope definition Action Lines (Management measures, governance model, etc) Follow up & verification programs Implementation Schedule CO2 Science Based Target Definition for the Sector 4. ICT Sector Carbon Efficiency Program Assessment of ICT Services GHG emissions reduction in other sectors (ITU-T L.1430) Assessment of Carbon Market opportunities for the ICT Industry 5. ICT Industry Policy Engagement Formal Recognition of the ICT Sector in Climate Change Negotiations (UNFCCC) Global Reporting Framework (alliances CDP, WRI, GRI, etc) Global Engagement Activities (GSMA, GESI, ETNO; etc)

25 iv. Initiative Follow Up
In order to guarantee the implementation of the roadmaps and accomplish the targets, it is important: To the define the Key Performance Indicators (KPIs) to evaluate the targets evolution and the implementation of activities. To establish a Communications Plan in order to highlight the efforts made by the ICT sector in the implementation of both roadmaps. Follow up iV KPI Balance Scorecard Communications Program
