10 Challenges – Grading/Bridge Projects Minimal Design Completed (almost 30%) Environmental Documents “almost complete” No permits obtained Small window for funding – National - Use it or lose it – Mn/DOT – first come-first serve

11 Challenges (continued) – Major increase to normal program – Short Construction Window April through early November – Panic!!!! How are we going to deliver all of these projects? I don’t want to lose my funding!!

12 Solution: – If we can let the 35W bridge in 2 months: Let’s Use Design-Build!

13 Hold-on: – Design-Build is politically sensitive First procurement since 35W – Districts have limited staff with DB experience – Limitations on the industry Companies with no DB experience need training Companies with DB experience have limited staff
