POTABLE REUSE THE ALTERNATIVE WATER SUPPLY. Florida Section WateReuse Association November 9, 2015 Chuck Drake, PG

POTABLE REUSE CONCEPT Drinking Water Treatment Wastewater Treatment/ Reclaimed Water Water Purification Plant Consumer RIBs, Injection Wells Reclaimed Water System

MULTIPLE BENEFITS OF REUSE  Assist in meeting MFLs and avoiding cost of much more expensive AWS  Meeting ocean outfall requirements  Current and future reclaimed water supplies offer potential for direct and indirect potable reuse to meet these demands  SJRWMD DWSP and CFWI lists IPR/ DPR as viable options to meet future demands

SJRWMD WATER SUPPLY PLAN  Projected increase in total water demand= 314 MGD (additional 300 MGD in CFWI)  Fresh groundwater deficit = 250 MGD  Conservation can reduce demand by 114-214 MGD for all type water uses, conservation won’t get us there  Reuse potential 277 MGD Regions 1,2,4,5  Opportunity exists to meet future demands with direct potable reuse and conservation

REUSE IN FLORIDA  Aquifer Recharge City of Orlando and Orange County Drainage Wells 50-75 MGD, stormwater/ lake overflow  700 mgd reuse for all type uses leading the nation!  Reclaimed water  Conserv II in Orange County RIBs  City of Altamonte Springs AFIRST stormwater/ reclaimed water

CFWI WATER SUPPLY PLAN 6  Reclaimed water projects,  Estimated capital cost of $452 million to deliver 121 MGD  $3.48/ gal capital  Could deliver 121 mgd (potentially 165 mgd with supplemental sources) of projected increase in reuse flows, further offsetting the groundwater deficit.  Brackish groundwater/ surface water projects at $8.80/ gal

OPPORTUNITIES AND ECONOMICS OF DIRECT POTABLE REUSE*  Estimated “all-in” costs to produce water at the treatment facility  DPR / IPR $2.51- $6.14/ 1000 gallons ($820-$2000/ acre-ft)  Seawater Desal $4.60- $7.15/ 1000 ($1500-$2330/ acre-ft)  Brackish groundwater $2.85-$3.95/ 1000 gal ($930-$1290/ acre-ft) *WRRF PROJECT 14-08

OTHER AWS PROJECT COSTS  Punta Gorda 4 MGD RO Plant and Wellfield  $4.14/ 1000 gallons  City of Clearwater 3 MGD Indirect Potable Reuse Plant and Wells  $4.58/ 1000 gallons  Orange County CA 70 MGD Ground Water Replenishment System  $2.72/1000 gallons (treatment and distribution) $2.29/ 1000 treatment  Cost to retrofit for reclaimed water / septic tanks $15,000-$20,000 per lot  $66/ gal - $88/ gal capital

Orlando/ Orange County CONSERV II 1.75 Miles Orlando

PUBLIC OUTREACH PROGRAM  City Council & Elected Officials  Environmental Advisory Board  Pilot Plant Tours  Utility Customer Communications  HOAs  Community Groups  Professional Society Meetings & Conferences  USF Graduate Seminar

ACTION  Work with legislators and FDEP to make statutory changes to allow or not prevent DPR  Use lessons from CA and TX so that Florida is a leader in IPR/DPR  WMDs should participate in funding of demonstration projects  Start calling wastewater treatment plants WATER treatment plants and permit them as such
