3 blockade: a closing off of an area to keep people or supplies from going in or out USS Constitution was one of six frigates authorized for construction by an act of Congress in 1794. Joshua Humphreys designed them to be the Navy’s capital ships.

4 doctrine: a statement of official government policy, especially in foreign affairs The Monroe Doctrine asserted the US would not accept European interference in American affairs.

5 embargo : A government order that stops merchant ships from leaving or entering a country’s ports President Jefferson wanted to halt trade to force Britain and France to leave American ships alone.

13 Tecumseh : The leader of the Shawnee tribe who united the Native Americans up and down the Mississippi River The Native Americans were mad that they were being pushed off of their lands

14 XYZ Affair : France was mad because the British pulled their troops from the Ohio Valley. France started attacking American ships. President Adams sent representative to try to end these attacks. France sent secret agents X, Y, and Z to meet them and say that there will be NO PEACE TALKS unless America paid money for the price of protection. "Millions for defense, sir, but not one cent for tribute!“
