3 In 1906 the Criminal Code of Canada was amended The term “Lottery Scheme” was introduced Gaming progressed from being Federally regulated to being Provincially regulated Over the 20 th Century, gambling has expanded from a prohibited activity to a large-scale, provincially- operated industry Now the provincial governments, non-profit organizations and the federal government all benefit from gambling revenues All rights reserved by the Northern Interior Communities Association. 16 To be eligible for funding the program must have been in operation for at least 12 months You can apply for money for more than one program Each organization is allowed only ONE application per year All rights reserved by the Northern Interior Communities Association. 17 The total grant request cannot exceed $100,000 Province-wide programs may be approved for $250,000 Groups designated as Regional organizations may be eligible for up to $225,000 per year Funding will amount to a maximum of 75% of the total program cost – This total includes Federal and Provincial funding – The remaining 25% can be raised in a number of ways including: fundraising, municipal contributions and in-kind support All rights reserved by the Northern Interior Communities Association. 18 In-kind support may be fulfilled in any combination: – Volunteer time, donated labour, equipment, services and materials from other sources Value of volunteerism and donations is based on: – Donated materials at verified fair market value – Donated accredited professional services at fair market value – General labour (ex: administrative support): $10.00/hour – Skilled labour (ex: marketing, communications, internet support): $25.00/hour Complete records of all volunteered hours and donated services or materials must be kept as part of the organization’s gaming records All rights reserved by the Northern Interior Communities Association. 20 You must add & save each program, along with the financials for each program In your explanation you should be thinking about how your program benefits the community If you were explain what your organization does to a total stranger, how would you make it so that your group was appealing to them? How do you describe your program to someone who doesn’t know what you do or why you are important? Is your program sustainable & does it have community support ? 22 Eligible costs include, but are not limited to: – Operational costs attributable to the delivery of the approved program; such as: Wages, rent, utilities, supplies, etc… – Rental or purchase of equipment essential for the delivery of the approved program – Travel essential to the direct delivery of the approved program Out of province travel must be pre-approved – Acquisitions required for the delivery of eligible programs, such as a laptop All rights reserved by the Northern Interior Communities Association. 26 Balance Sheet: This is your balance sheet from the previous fiscal year – GPEB wants to see your entire financial picture Revenue & Expense Statement – Income statement where you list your revenue and expenses – This is from the previous fiscal year These should both match your year-end statements Don’t write cheques after the 15 th of the last month of your fiscal year – This will avoid having outstanding cheques All rights reserved by the Northern Interior Communities Association. 32 Internally Restricted Funds – money set aside by a board motion for a specific purpose – Building, property development - 5 yrs – All other restrictions - 3 yrs Can’t be for a rainy day - must have a specific purpose Board minutes showing the motion must be included in the application All rights reserved by the Northern Interior Communities Association. 33 Provide the names and contact information of two board members – One of the two board members can be both the Submitter and Contact Person Make sure that the contact people provided have a good understanding of the program for which you are requesting money Please make sure that your organization is in good standing with BC Registry Services Certification All rights reserved by the Northern Interior Communities Association. 34 Acquisitions – Equipment essential for direct delivery of the approved program (Example: Computers or furniture) Major Capital Projects (projects over $20,000) – Not eligible for funding at this time Minor Capital Project (projects under $20,000) – Essential to the delivery of the approved program – The project must be included as another “program” please include quotes with application – This is included as an expense over your gaming grant Using Gaming Proceeds for Acquisitions All rights reserved by the Northern Interior Communities Association. 35 This is very important as it tells GPEB exactly where you spent your money The opening balance should be your closing balance from the previous fiscal year GASR must be submitted to GPEB within 90 days of your fiscal year end You may add a second page if necessary, and add it as an attachment All items must be entered – For Example: 12 Cheques for Hydro, not one total Gaming Account Summary Report All rights reserved by the Northern Interior Communities Association. 36 This is a separate requirement from your Gaming Account Summary Report If you have had any “licensed” events, such as a Class D Raffle, you must submit a Revenue Report This is also included on your Gaming Account Summary Report when you submit it Any money raised by Licensed Gaming, must be deposited into your gaming account Gaming Event Revenue Report All rights reserved by the Northern Interior Communities Association. 37 You must have previously submitted an application that was accepted & not submitted a request for reconsideration There can be no changes to the application being submitted from the previous year’s long form There can be no increase to the funding request This is only allowable for 2 years, then a long form must be submitted Short Form Applications All rights reserved by the Northern Interior Communities Association.
