9 www.wip-munich.de9 Expert Meeting on Sustainable Biomass, Vilm, 13 March 2008: “COMPETE” Sustainability Standards in Africa Bioenergy is now introduced at very large scales in many African countries Biofuel Exports and local use of biofuels have the potential to mitigate poverty and to increase income in Africa! Biofuel production can have negative social and environmental impacts! In order to avoid this sustainability standards should be introduced → Challenge: How should these standards look like?

EUROPEAN Sustainability Standards AFRICAN Perspective/Concerns The objective is to use/support only sustainable produced biofuels Standards can be barriers for export (farmers, processors, government) Source of potential conflict „Green Imperialism“

Large-scale Farming/Production Small-scale Farming/Production Biofuels for domestic market / export Large producers have the capacity to cope with standards, bureaucracy, audits, certification Biofuels mainly for domestic market Small farmers have problems to cope with standards, bureaucracy, audits, certification Need to support smallholders (funding, organisational) if certificates should be applied for biofuel export!

12 www.wip-munich.de12 Expert Meeting on Sustainable Biomass, Vilm, 13 March 2008: “COMPETE” Needs 1: Sustainability Standards Multi-disciplinary understanding to develop policies which reward best practice Human capacity building to unlock synergistic exploitation rather than competition for resources Need to support smallholders (funding, organisational) if certificates should be applied for biofuel export! Economic dimension: Revenues should be gained in African countries

13 www.wip-munich.de13 Expert Meeting on Sustainable Biomass, Vilm, 13 March 2008: “COMPETE” Development of clear and uncomplicated sustainability scheme Both, environmental and social aspects should be included Standards should include crop cultivation AND processing Feedback from different African stakeholders has to be included in a European/Global sustainability scheme (African perspective) Needs 2: Sustainability Standards
