2 Our Vision To transform the CAA into a Performance Based Regulator, working with industry to demonstrably reduce safety risk across the total aviation system and develop the capabilities required for future regulators.

3 What does PBR mean? And why is it important?

Safety Improvement Changed slide title… changed “cogs” to “components” because I thought that patrick might not be clear on the English meaning and changed it to the preferred style of telling part of the story? This slide shows the wider impacts of delivering PBR including Safety Improvement and Infrastructure required. Can use this slide to explain that implementing effective PBR is more than just having a process and tools, but includes future safety improvements and also the need for an effective, trained and flexible field force. This slide can be use d as a key to mention dependent and supporting programmes such as PPI delivering final tools for analysis and resource management and also the F5 project which will make sure we have effectively trained and experienced staff going forward. PBR is focuses on desired, measurable outcomes and goes beyond safety compliance of industry operators. It aims to identify the biggest risks across the total aviation system. By thoroughly assessing and prioritising risks at an organisation, sector and total risk level, resources can be better optimised, allowing Regulators to focus on what delivers the greatest improvement to safety performance. PBR allows Regulators to identify organisations as a whole, as opposed to focusing on single licences. This encourages risk and safety discussions on a larger scale, developing a joined-up approach by all safety experts. 4. Flexible Resourcing And why is it important?

BEA developed . Sep-15 New PBO tools in use , EPT on CRM . Focus for the second year being qualitative rather than qualitative Aug-15 Feedback to build on PBR sharing with other NAAs Jul-15 Regulatory SMS Phase 1 Assessment completed. 208 entities assessed by our field force . Jun-14 First PBO Rollout, PBO tools collaborative working, sharing of information May 2014 PBR Conference, PBRIG stood up. Development of PBO Tools and training for CAA staff Mar-14 Augmented team, PBO process developed Sep-13 Project kick-off, 4 men and an idea, concept of operations developed

5 Benefits of PBR Improved safety performance and clearly identified safety outcomes Resources (industry & regulatory) can be targeted strategically to the areas with the greatest potential to deliver safety improvements CAA Board can make more strategic decisions based on real safety data using the Regulatory SMS understanding systemic risk CAA is a credible partner to industry rather than a pure compliance checking mechanism Improved information flow to really understand risk and encourage evidence based decisions Comparability of existing data helps industry to feedback evidence more easily and identify trends Safety is at the forefront of PBR, but the other areas are seeing the benefits of the integrated approach
