2 COMMUNITY SERVICE ACTIVITIES COMMUNITY SERVICE ACTIVITIES ARE PROGRAMS AND SERVICES OUTSIDE THE DISTRICT’S REGULAR AND EXTRACURRICULAR PROGRAMS FOR PUPILS WI State Statute 120.13(19)

3 COMMUNITY SERVICE FUND QUESTIONS TO ASK….  Is the program outside the usual instructional timeframe?  Is it open to everyone in the community? (age appropriate)  Is it fee supported?  Are costs directly related to the activity included?  If you can say “yes” to all of the above questions, the program may be appropriate for inclusion in the Community Service Fund.

4 COMMON COMMUNITY SERVICE FUND ACTIVITIES  Recreational  After-school swimming and lessons  Softball & basketball leagues  Adult Education Programs  Community Library  After School Day Care

5 IT’S NOT “COMMUNITY SERVICE” IF… …in general, it involves any activities that provide instruction and support services to K-12 pupils…..

6 IT’S NOT “COMMUNITY SERVICE” IF…  It’s part of a regular instructional program;  It’s only open to pupils enrolled in the district;  It includes operational costs that support K-12 educational activities;  It incurs costs not specifically identified with community service activities.

7 WHAT ABOUT…?  Custodian Costs?  Security Services?  Utility Costs? The DPI recommends that districts do not included these costs, unless directly associated with the program and fully documented. Pro-ration of costs is not recommended.

8 WHAT ABOUT…?  Facility Rental? Statute 120.13(17) allows a district to grant use of its facilities if such use does not interfere with school purposes or school-related activities; This involves a group that is not under the control of the school board; A district can charge fees as long as they don’t exceed actual costs; Facility Rental fees are recorded in the general fund, not in the community service fund.
