3 We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

8  Relations Among The State ◦ Section 1 Full Faith and Credit- Each state must recognize the laws, records, and court decisions of every other state. ◦ Section 2- No state may discriminate against the residents of other states. All fugitives from justice must be returned to any state requesting. ◦ Section 3- Admission of new states ◦ Section 4- The federal government shall protect all citizens and guarantee a republic form of government

9  Provisions for Amendment ◦ Proposal- 2/3 of both Houses of Congress or 2/3 of the state legislatures. ◦ Ratification- 3/4 of the state legislatures or 3/4 of conventions called by the states. ◦ Congress determines the method for ratification and no amendment may deny equal Senate Representation.

10  National Debts, Supremacy of National Law, and Oath ◦ Section 1- Congress will pay the National Debt ◦ Section 2- The Supremacy Clause- Federal Law supersedes all state laws. ◦ Section 3- No religious qualification may be imposed to old office and all public officers of the United States owe their first Allegiance to the United States Constitution.

11  Ratification of the Constitution ◦ Signed on September 17, 1787 ◦ 9 of 13 states needed to agree to the ratification of the Constitution. Although ratification was not accepted until 11 states actually agreed.
