3 Climate migration: Future Global forecasting -A greatest Human Migration AR1-IPCC -Threatening to the economy & livelihood and created migration (CC & Dev. UNDP Report 2007) -180-200 million people migrated (Stern Review 2007) -Most of the cases will be happened in South Asian countries -Climate displacement would be six times higher than political refugee at the end of 21 st century (Jodi Jacobson). 4 IPCC analysis vs. reality -21.9 million displaced in 2013. -In 2008 to 2013 displacement identified in 161 countries, and the dataset includes disasters reported in 194 countries. -80.9 per cent of displacement took place in Asia. The five countries with the highest displacement levels: the Philippines, China, India, Bangladesh and Vietnam. 8 Why we demand for new protocol ? Climate Migrants: Future projection in BD -Sea Level Rise (SLR) -The research revealed that 01 m SLR in the coastal region of Bangladesh by 2100, affecting 25,000 Sq. km which is 17.5% of total landmass with a population of 31.5 million people displaced. -River Bank Erosion- Present is displaced trend 9.35% of the total population. It will likely be increased by 12.375% of the total population in affected areas. -Drought- The seasonal or temporal migrated population will be increased by 20% from present 10% observed of the total population in drought prone areas. 13 Present Inter-State action on climate displaced Nansen Initiatives -Initiated in 2012 out of UN Process -09 member countries including Bangladesh -A state-led, bottom-up consultative process intended to build consensus and develop protection agenda for climate displaced & cross border migration. 14 Start works -Inter-governmental regional and civil society meetings already taken place in the Pacific, Central America, the Horn of Africa, South-East Asia, and South Asia and finalized by October 2015. -Inter-govt. panel consultation (South Asia) will be held on next 3-5 April in Bangladesh But a few limitation of this process -No advocacy for any new legal framework under UN. -Protection agenda to be feed with existing legal structures that might not work. -All countries may not include with this process. 15 We hope with Nansen Initiative -Will extend its advocacy strategy beyond inter-state consensus on climate displaced rights. -Include climate migrants rights issue to be included in beyond 2015 SDG, RO+20 discourse. -New protocol must be emphasis under UN process to bring all countries in a frame. -Easier VISA process for climate displaced cross border migrants. -Bangladesh should develop their own policy establishing example on climate displaced mgt.
