Time Use survey Republic of Moldova UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

The aims  To provide information on how people spend their time: what they do, how much time they spend for some activities: where, when and with whom.  Time use survey was conceived as important source of gender statistics issues: TUS in Moldova is organized and conducted according to the National Program on Ensuring Gender Equality 2010- 2015. UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology International standards:  Guide to Producing statistics on Time Use: Measuring Paid and Unpaid Work, UN, New York, 2005;  Harmonised European Time Use Surveys, 2008, guidelines. Moldova: Not in a fully compliance with the Harmonised European Time Use Survey (HETUS) UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology Population Accordingly to HETUS: Resident population of the country living in private households (at domestic addresses); Persons aged 10 years and above. UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology Sample According to HETUS: All members of the household should be included in the sample. To make it possible to analyse intra-household dependencies. Moldova: (!) Only one household member is selected for TUS aims (to fill in the Diary). For selection is used the criterion of the “closest birthday” after the reporting/survey day. The sample size is of 15600 households. UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology Number of diary days According to HETUS:  To use two diary days, i.e. one weekday (Monday-Friday) and one weekend-day (Saturday or Sunday). To get information about intra-personal variation. Moldova: (!) Only one diary day is selected: either one weekday, or one weekend-day. UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology Selection of diary days and coverage of the year According to HETUS: Diary days/dates should be allocated to households/individuals by a controlled random procedure. Selection of the weekdays and weekend-days must be made uniformly for assuring the representativeness of the data. The survey days/dates should be representative of, and cover a full 12-month period, i.e.365 consecutive days, preferably including holidays (like Christmas and New Year). UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology Selection of diary days and coverage of the year Moldova TUS is conducted during the period June 1 st, 2011 – May 31 st, 2012. Sample design ensures the representativeness of the data for weekdays and weekend-days. The survey fieldwork is spread over 12 consecutive months: a certain number of households are surveyed every day. Selected household and the selected respondent participate only one time during 12 months - each household/respondent has one survey day. (!) The designated date cannot be changed nor by the interviewer nor by the household. UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology Survey forms: household and Individual questionnaires According to HETUS: Household Questionnaire  Individual Questionnaire for persons aged 10 years and over Moldova: (!) Individual Questionnaire for persons aged 15 years and over. (!) All core questions are comprised. UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology Survey forms: Diaries According to HETUS: To use the Adult/Child Diary (instructions, an example for adults, an example for children and a common set of recording sheets):  Time slots: 10-minute time slots.  Main activity column: What were you doing?  Secondary activities column: What else were you doing?  “Location: column: Where were you?  “With whom” column: Were you alone or together with somebody you know? UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology Survey forms: Weekly schedule of working time According to HETUS:  To use Weekly schedule of working time for persons aged 15 years and over which worked during the reference period/week. Moldova: (!) It is not used UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Survey methodology The activity classification list HETUS: The recommended Activity coding list should be used for coding main and secondary activities.  0 - Personal care  1 - Employment  2 - Study  3 - Household and family care  4 - Voluntary work and meetings  5 - Social life and entertainment  6 - Sports and outdoor activities  7 - Hobbies and computing  8 - Mass Media  9 - Travel and unspecified time use Moldova: It is adopted. UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

Why TUS didn’t follow the all HETUS recommendations?  The limited financial and human resources. It wasn’t created a separated Unit.  To not increase interviewers/supervisors burden: The fieldwork is carried out by the same personnel involved in two other continuous surveys, LFS and HBS:  150 interviewers;  51 controllers/supervisors;  5 persons in the Labour Market Statistics Division in the NBS Head Office UNECE Work Session on Gender statistics, 12-15 March 2012, Geneva, Switzerland

What are the main problems? Coding issues The coding of the diary is manually performed by the regional survey supervisors.  Problems with monitoring supervisors work;  Little accuracy in the coding;  Necessity to come back to check daily diaries, to read the original description and to correct coding errors;  It takes a lot of time for checking and data processing.
