3 Goals for Improving Basic Education Improve the participation rates by bringing in children who are not in schools Improve the retention rates of learners who are already in schools Raise school performance and improve academic achievement

4 Strategic Directions (1) A.Expand opportunities for preschool education Increasing the number of DepED preschool classes Increasing resources for Service Contracting Scheme Providing financial assistance to PTCA-organized preschools Tightening standards for private preschools Continue the implementation of existing and new programs that will improve the participation rate of 6- year old children The successful implementation of E.O. 685 will contribute to achieving the 90% PR for elementary education by 2010

8 D. Improve academic achievement (1)  Expand the use of mother tongue in more schools as the language of instruction in preschool to Grade 3 through the development of - instructional materials in the major languages - teacher training programs Strategic Directions (5)

Focus on human resource development (1) Certificate and Diploma programs for Non- Major Teachers Adoption of National Competency-Based Teacher Standard Expand teacher training programs in English, Science and Math Teachers Continue and expand teacher mentoring programs or the utilization of Master Teachers Strategic Directions (5)
