2 Drinking Water and Wastewater Operator Certification Program NONTRANSIENT NONCOMMUNITY WATER SYSTEMS Basic Requirement:  All process control decisions MUST be made by a certified operator. A process control decision is any decision that changes or maintains water quality or water quantity to protect public health, safety and the environment.  Grandparenting of existing operators ended February 21, 2004.  Mid – summer, 2004 -- Requirement will be in force, upon Board action of Grandparenting Applications. Options for Complying with Requirements:  Grandparented operator: Site-specific – becomes invalid if operator moves to another system Must meet continuing education requirements  Hire a circuit rider or contractor  Hire certified operator, or have current operators become certified Certification Requirements:  Pass the certification exam Technology specific Classification depends on size of system  Meet the Experience Requirements Can substitute training for experience Significantly reduced when the regulations are finalized in 2005  High School Diploma or GED, if not working in a system prior to February 21, 2001.

3 Continuing Education Requirements: OPERATOR CLASS Contact Hours for First 3- Year Renewal Cycle Contact Hours Per 3-Yr Renewal A1530 B1530 C1530 D815 E8 Dc 49 Dn36 Grandparented815  Training must be DEP approved Related to operation of a water system Other examples: computer training, accounting, safety, first aid  Conferences count as 1 contact hour per ½ day  DEP will track, recommend operators keep certificates of completion for their records. Eventually, operators will be able to check their records through the internet.
