2 Here comes your footer  Page 2 PREAMBLE “ To promote our moral, spiritual, social, economic well-being and general welfare of the young workers in the public sector and to develop a harmonious relationship among its members and to contribute to peace and social development by promoting collaboration among young workers through education and culture without distinction of race, gender, language or religion”

3 Here comes your footer  Page 3 PRINCIPLES  The PGEA Youth Council is a recognized Youth Organization open to young workers in the public sector who share the PGEA ideals and is guided by the mission and vision of the Philippine Government Employees Association.  The PGEA Youth Council is a member of the Philippine Government Employees Association (PGEA), who believes that public servants have a significant role to play in the quest for national recovery.

4 Here comes your footer  Page 4 OBJECTIVES  Promote understanding of the aims and ideals of PGEA Youth Council and work for the success of its programme.  Promote understanding, cooperation and peace.  Contribute to the training in civics and democracy of members.  Participate in social development conceived as the attainment of the conditions most conducive to the full development of young workers in the public sector and the youth in general.  Organize and join leadership seminars, facilitating skills, modules, symposium, training activities and social events.  Actively participate in the activities and programs of the PGEA, unto which the Council is a member.

7 Here comes your footer  Page 7 CENTRAL ORGANIZING COMMITTEE DUTIES AND RESPONSIBILITIES THE EXECUTIVE BOARD PRESIDENT  S/he will preside in all meetings of the members and the Central Organizing Committee  Over-all coordinator of the Secretaries and is the representative of the PGEA Youth Council.  S/he will submit an annual report at the end of each fiscal year and term- end reports after each trimester under his/her term to the members of the Central Organizing Committee.  S/he shall be in charge of overseeing and directing the activities of the council provided that said activities are in conjunction with the Values and the objectives of the council.

8 Here comes your footer  Page 8 CENTRAL ORGANIZING COMMITTEE DUTIES AND RESPONSIBILITIES VICE PRESIDENT FOR EXTERNAL AFFAIRS  Acts as the Assistant of the President in terms of activities outside the premises of the institution.  S/he shall be in charge of all Outreach Projects of the organization.  S/he shall exercise all duties, together with the VP for Internal Affairs, in the absence of the President. VICE PRESIDENT FOR INTERNAL AFFAIRS  Acts as the Assistant of the President in terms of activities within the premises of the institution.  S/he shall exercise all duties, together with the VP for External Affairs, in the absence of the President.

9 Here comes your footer  Page 9 CENTRAL ORGANIZING COMMITTEE DUTIES AND RESPONSIBILITIES SECRETARY OF FINANCE  S/he shall have the charge of the safe keeping of funds of the council together with the council’s Auditor.  S/he shall provide the Central Organizing Committee with a financial report every beginning and end of each term. AUDITOR  S/he shall have the charge of the safekeeping of the receipts and other financial records of the council.  Together with the Secretary of Finance, s/he shall have the charge of the disbursements of the council, with the approval of the Executive Board.

10 Here comes your footer  Page 10 CENTRAL ORGANIZING COMMITTEE DUTIES AND RESPONSIBILITIES SECRETARY OF ARCHIVES  S/he gives notices required by this constitution, keep the minutes of the meeting of the Executive Board and General Assembly and distribute them a week after every meeting.  S/he shall submit a Record of Activities at the end of each consecutive term. S/he shall prepare official documents of the council.

11 Here comes your footer  Page 11 THE SECRETARIES SECRETARY OF LOGISTICS  S/he handles all physical requirements of the council and is responsible for the maintenance of the facilities.  S/he shall provide the Central Organizing Committee with a logistical report every meeting of the Central Organizing Committee. SECRETARY OF PUBLICITY AND COMMUNICATIONS  S/he shall promote rapport and goodwill between and among the PGEA Youth Council members.  S/he shall be in charge of formulating ways and means to promote the ideals and projects of the council to the CSB Community.  S/he shall submit to the Central Organizing Committee a Feedback Report, which shall contain a detailed account of the reaction and behavior of the CSB Community in general before and after an activity.

12 Here comes your footer  Page 12 THE SECRETARIES SECRETARY OF HUMAN RESOURCES  S/he is responsible for the admittance of members and addresses grievances held by the members.  S/he has custody of the list of members and is responsible for summoning the members of the council in meetings as required by the Executive Board in a General Assembly.  S/he shall present to the Central Organizing Committee and HR Report at the end of every term.

13 Here comes your footer  Page 13 THE REGIONAL COORDINATING COUNCIL REGIONAL COORDINATORS FOR LUZON, VISAYAS & MINDANAO  It shall serve as a venue to facilitate coordination of council-related activities and collective actions.  Individual members who subscribe to the basic principles of the council may participate in the activities of the Regional Coordinating Council.  Coordinators from different region must closely communicate with the Executive Board and Secretaries.

14 Here comes your footer  Page 14 FUNCTIONS AND PURPOSE OF DIFFERENT COMMITTEES Membership and Recruitment Committee  shall be governed by the Secretary of Human Resource and assisted by the Assistant Secretary of Human Resource, also known as the Director of Human Resource, shall have the duty to assist the Office of the Secretary of Human Resources in the execution of its duties and responsibilities. Logistics Committee  shall be governed by the Secretary of Logistics and assisted by the Assistant Secretary of Logistics, also known as the Director of Logistics, shall have the duty to assist the Office of the Secretary of Logistics in the execution of its duties and responsibilities.

15 Here comes your footer  Page 15 Marketing and Publicity Committee  shall be governed by the Secretary of Publicity and Communications and assisted by the Assistant Secretary of Publicity and Communications, also known as the Director of Publicity and Communications, shall have the duty to assist the Office of the Secretary of Publicity and Communications in the execution of its duties and responsibilities.
