INSTITUTE OF PUBLIC WORKS ENGINEERING AUSTRALIA Update on involvement in improving roadwork safety

Road Safety Audit Training Accredited Utility Service Location Training Timber Bridge maintenance training Crash Costs to the community- identifying specific locations of injuries

The unexpected should always be expected when working on roads...

Road Safety Audit Training...

Poor delineation Old centreline still visible. Current (temporary) centreline very poor alignment and not the same type. The function of this line is not clear

Road User Perspective... WYLIWYG

Accredited Utility Service Location Training Currently providing awareness training for : Jemena Energy Australia Integral Energy Local Government Association of NSW and Shires Association of NSW Optus Roads & Traffic Authority of NSW Sydney Water Corporation ( Associated members ) Council of the City of Sydney Institute of Public Works Engineering Australia (NSW Division) Limited Engineers Australia Land and Property Information NSW Transgrid Dial Before You Dig

All involve working under traffic...

Timber Bridge Maintenance 2700 Timber Bridges in NSW Expense in maintaining and replacing Many of the OHS issues with these bridges are the same as for working under traffic- Design of an approach to minimise risk

Provision for Traffic... A Traffic Management Plan in accordance with NSW Roads & Traffic Authority (April 2006) Version 3.1 Traffic Control at Work Sites is prepared for all bridge works. A Vehicle Management Plan (VMP) may also be prepared to determine how vehicles entering, leaving or moving around the work site will do so with safety.

Crash Costs to the community... How could this help at road work sites?

A METHODOLOGY TO DESCRIBE THE BURDEN OF ROAD CRASHES USING AMBULANCE GIS AND CLINICAL INFORMATION Paul Riley 1, Sowmya Anand 2, Jason Bendall 2, Paul Middleton 2 1 Institute of Public Works Engineering Australia 2 Ambulance Research Institute, Ambulance Service of NSW

Currently… Injured - A person who is injured as a result of a crash, and who does not die as a result of those injuries within 30 days of the crash* IRTAD - 27 countries - 27 definitions of serious injury NSW State Plan S7 – “We will reduce road fatalities to 0.7 per 100 million vehicle kilometres travelled (VKT) by 2016”** Black spots Police data Councils *http://www.rta.nsw.gov.au/roadsafety/downloads/accidentstats2007.pdf **http:// www.nsw.gov.au/stateplan/index.aspx?id=03d89116-1ab0-4e3d-b91c-c1968c8bec1c

What else can be used? Serious Injuries 3-5 times the total number of transports to hospital Injury level can be shown to provide a direct cost for communities For road works sites- injuries could be directly related to the site

Average Cost of Road Crash Casualties with Single and Multiple Injuries by Injury Severity Level Average Cost by Level of Injury Severity ($000) Number of Injuries Minor (AIS 1) Moderate (AIS 2) Serious (AIS 3) Severe (AIS 4) Critical (AIS 5) All (AIS 6) Single11.728.761.0 243.6860.4 17.3 Multiple21.444.9 107.6189.3616.8 42.7 All Cases (average) 17.441.7101.2192.6646.034.2 The Cost of Trauma: Single and Multiple Injury Cases, Measuring the Burden of Injury: The 3rd International Conference Proceedings,Measuring the Burden of Injury: The 3rd International Conference Proceedings The 3rd International Conference Proceedings Baltimore, Maryland - May 15th and 16th, 2000 DOT HS 809 225April 2001 The cost of injury...

Sample of how it will look...

Potential... Potential for serious injuries to be used to predict location of Black Spots Actual identification of costs for a site Analysis of times when serious injuries are occurring at sites and the injury level for each location
