2 Background for Chancellory HIR HIR in UM started in February 2010 with internal fund Central HIR Committee chaired by Tan Sri VC Developed strong system to manage UM HIR projects In 2010 & 2011, 4 cycles a year In 2012, reduced to 2 cycles a year because of MoHE Fund (www.hir.um.edu.my)www.hir.um.edu.my

3 Background for Chancellory HIR Cost-effectiveness : RM60K per Tier 1 ISI publication Capped at RM500K per project Duration for 2 years only Emphasis on niche areas and strengths of UM researchers International collaborations, including with Malaysian scientists overseas and Academic Icons

4 Background of HIR-MoHE Cabinet decision to support at least one research university to break into the Top 100 world ranked universities by 2015 based on QS Ranking In one quixotic move, Tan Sri VC accepted the challenge MOHE Fund started in July/August 2011 Total allocation – RM590 million for 5 years Five faculties and one Special Chancellory Project

9 CRITERIA FOR HIR-MoHE FUNDING Emphasis is on Fundamental Research Quality projects in niche priority areas Internationalism and partnership with ivy-league universities Publication in ISI/WoS Tier 1 high impact journals in respective disciplines PIs must have good track record of Tier 1 publications, not meant for “rookies” Cost-effectiveness at RM100K/Tier 1 paper Other targets include manpower development, patents

10  Stringent internal and external review process  Tough but transparent monitoring and audit systems  Regular progress reports and oral presentations  Dedicated HIR Secretariat to expedite process of purchases, employment of RA, etc.  Flagship projects which can attract Bright Sparks  Investment in high-end equipment (RM100 million) for central facility labs
