5 © World Energy Council 2014 Challenges with Energy Security Indicators Limited availability of global data on energy security Available data may provide distorted picture about the real situation in a country Even in the EU relevant data about Energy Security levels of the Member States is difficult to assess (there is no uniform methodology and indicators) EC Communication „European Energy Security Strategy“ uses very limited number of indicators Governments struggle to define proper targets in terms of energy security

6 © World Energy Council 2014 The Baltic States as perfect testing ground for energy security indicators and -policy Geopolitically very sensitive region to energy security (in the borderline of two different energy systems and -policies) All different aspects of energy security (technical, economical, political) in different energy sectors are very well represented Experience of scientific, governmental, enterpreneurial and international institutions in development and analysis of energy security indicators and measures Experience of cooperation between the Baltic countries in development of common policies and measures

7 © World Energy Council 2014 The Baltic Energy Security Research Platform Brings together regional universities, governments and international institutions to discuss in the expert level different aspects of energy security policy High level involvement provides possibility to define and find relevant data for energy security policy Common Baltic energy security policy can provide most sustainable and affordable solution Clear energy security policy provides strong incentives to investments in low-carbon energy supply and interconnections Great potential to improve approach to national energy security policies globally (through the EC and the WEC)

8 © World Energy Council 2014 Conclusions 1.Current approaches to energy security assessments may deliver wrong incentives for policymakers 2.Baltic States are well prepared for re-defining national energy security policy globally 3.Baltic Energy Security Research Platform can provide perfect platform for developing and disseminating new set of energy security indicators for policymakers globally
