3 September 2005 DEA: First National Workshop 3 Development and Energy in Africa (DEA) A project of the EC COOPENER Programme start 1 May 2005, duration 30 months implemented by Risø National laboratory, Denmark (coordinator) Energy Centre of the Netherlands (ECN) 6 African Centres Overall aims: to identify and examine the developmental impacts of energy interventions or projects, focussing on small to medium scale projects to use the information obtained to improve on-going and future energy interventions

5 September 2005 DEA: First National Workshop 5 Immediate Objectives to establish and apply an Assessment Framework for evaluating development and poverty alleviation impacts of energy interventions to engage in a dialogue with energy policy makers and other stakeholders on the basis of the framework, with a view to incorporating these issues in energy policy.

6 September 2005 DEA: First National Workshop 6 Why an Assessment Framework? Energy access is a necessary but insufficient input for development Energy access helps to achieve MDGs How much? How? Can it be measured and documented? Could it help us design projects that have more development impact? Could documented evidence of development impact help obtain funding? Could it encourage more inter-sectoral cooperation? How can such information help policy makers and other stakeholders?

17 September 2005 DEA: First National Workshop 17 GVEP - Global Village Energy Partnership To increase access to modern energy services for those unserved in a manner that enhances economic and social development and reduces poverty. Promote development of linkages between energy and the MDGs in partnership with development initiatives to develop country products that would help scale up investments in energy services and widen energy access to the poor Provide support services in capacity development, finance facilitation, knowledge management and results monitoring evaluation A series of regional workshops

18 September 2005 DEA: First National Workshop 18 GNESD - Global Network on Energy for Sustainable Development To work for reaching the MDGs by knowledge generation and networking in the energy policy research field. Created a global Network, generated knowledge on access to electricity for the poor. Workshops side events and publications.

19 September 2005 DEA: First National Workshop 19 EUEI – EU Energy Initiative for Poverty Eradication and Sustainable Development To take forward the international consensus on the important contribution of energy to help meet the MDGs. To provide practical guidance on issues of financing sustainable and pro-poor energy services Regional Workshops: Ouagadougou (10/04) and Maputo (4/05) A number of project proposals in Africa, Caribbean and Pacific countries are being considered Development of EU/ACP Energy Facility (€220 million) to announce call for proposals by Feb. 2006 PDF – Partnership Dialogue Facility – supported by a number of EU Member States, coordinated by GTZ.

20 September 2005 DEA: First National Workshop 20 AREED – African Rural Energy Enterprise Development identify potential energy enterprises in 5 countries enterprise development services seed funding demonstrate viability of energy SMEs about 30 enterprises so far

21 September 2005 DEA: First National Workshop 21 REEEP - The Renewable Energy and Energy Efficiency Partnership To accelerate the marketplace for renewable energy and energy efficiency Three project calls so far. 18 projects selected for funding in the third call. Fourth call in late 2005.

22 September 2005 DEA: First National Workshop 22 DEA – Development and Energy in Africa Develop an Assessment Framework for measuring impact of projects on MDGs or SD DEA aims at a “tool” or “systematic approach” to measure impact of energy projects Potentially useful for all initiatives, and national policy making – assess existing interventions and design better ones in future
