2 EESC draft opinion on Industrial Changes in the European Pharmaceutical Sector Strategic sector for Europe's future, rich heritage, 700 000 employees (mainly women) Europe = hub for pharmaceutical innovation Future success contingent on the policy environment Highest value added per worker, highest research and development intensity (30 billion EUR in Europe) and largest trade surplus (EUR 48.3 Billions in 2011) of all high-tech sectors Contribution to economic growth Large companies + small and medium-sized enterprises Partnerships with universities / integrated life sciences "system"

3 Intensifying global competition → time to call for a new European Life Sciences Strategy It should have three elements:  Societal policy recommendations  Scientific policy recommendations  Economic policy recommendations The EMA's role and independence should be reinforced. Strengthen and consolidate Europe's position as a global leader in pharmaceuticals Reduce inequality in access to medicines across Europe Recommendations

4 Need to pursue a coordinated strategy for medical and bioscience research in Europe Increased focus on excellence in basic biomedical research and education and training Scientific leadership for Europe2020 strategy Competitiveness on a global level ! EC should consider intellectual property as part of its forthcoming Communication on Industrial Policy for the Pharmaceutical Industry ! The pharmaceutical sector contributes to the Europe 2020 strategy Recommendations 2

5 The pharmaceutical sector contributes to the Europe 2020 strategy through more effective investments in  education, research and innovation,  demand-side policies creating a "pull" for innovative products and services and  fostering a high-quality employment economy delivering social and territorial cohesion.  Maintaining & increasing employment in the EU Sector social dialogue & multi-stakeholder dialogue are both needed to support the sectorial industrial policy and accompany its implementation at EU, MSs and company levels. Recommendations 3
