3 PROJECT PART-FINANCED BY THE EUROPEAN UNION Programmes for Urban Regeneration - Regional Law 19/1998 PRU is an urban planning tool that involves a multiplicity of functions and typologies of intervention. It is supported by public and private funds PRU may alter general urban regulatory planning (General Urban Plan, Building Regulatory Plan), and it is put into effect via a planning agreement signed by all the participants

5 PROJECT PART-FINANCED BY THE EUROPEAN UNION Role of Municipality The Municipality establishes the urban areas that need regeneration, giving priority to those sections which are abandoned and run down The Municipality identifies the public aims to be achieved in each area The Municipality draws up a feasibility study considering the public and private resources available, as well as the opportunities offered with respect to real estate values

6 PROJECT PART-FINANCED BY THE EUROPEAN UNION Role of the region in the promotion of the PRU The Region is responsible for guaranteeing the necessary financial resources (e.g. regional, national, UE) The Region ensures the integration of all policies having an influence on the urban territory The Region launches public competitions to finance the planning of the PRUs and the realisation of the works of public interest (public housing, infrastructures)

7 PROJECT PART-FINANCED BY THE EUROPEAN UNION Approval of PRU The Municipality stipulates an agreement with the sponsors of the selected project The Region may participate in the agreement with its own funds The Programme for Urban Regeneration is approved by signing the agreement The agreement necessitates a declaration of public utility of the works to be carried out The agreement foresees the eventual expropriation of property where negotiation has broken down

Positioning our region in the new context of European enlargement, all the while expanding relations with the Mediterranean countries, East Europe, and Asia. Reorganising our public institutions, with a view to creating a region-wide framework and building an integrated system of relations that will take us beyond polycentrism and concerted action.

23 PROJECT PART-FINANCED BY THE EUROPEAN UNION DOCUMENTO PRELIMINARE DEL PTR Improvements required in urban system and sustainability: The quality of our cities and their urban texture also through the regeneration of areas and buildings for public spaces and housing Solidarity, by intercepting the requirements of the various components of the population of the region, especially the most vulnerable, who need to have access provided for in the urban texture to spaces suitable for their needs and at the same time assuring both their social and personal safety.
