5 Project Goals (example)  Congestion Relief - Open the new northbound auxiliary lane to traffic as soon as possible and no later than December 31, 2010.  Excellent Quality - Meet or exceed technical quality requirements for design and construction through implementation of a clear and thorough Quality Management Plan.  Permit Compliance - Meet or exceed environmental requirements with no permit violations by adopting WSDOT’s permitting and environmental compliance standards.  Smooth Start-up - Maximize project development effectiveness through implementation of a well-planned start-up that ensures efficient delivery of the Project and begins construction as soon as possible.  Technical Approach - Utilize technical innovations that provide added value to the project.

10 The Design Of Design Build Design Builder moves project from 15% conceptual plans to 100% RFC plans. Design Builder submits plan sets to WSDOT for review and comment (preliminary and final) – not approval Construction starts before design is complete, but not without RFC plans. Post design services – Process to get AS-built plans (RFI,FDC, NDC)

11 WSDOT - Roles and Responsibilities Design WSDOT owns Basic Configuration elements WSDOT provides oversight: Most review happens in Task Force meetings through “over the shoulder” reviews Ensure design meets the Contract Requirements / Mandatory Standards established Manage review comments and resolution; beware of preferences Do not direct work Management – tracking (doc. control) WSDOT provides design quality audits –DQMP WSDOT approves the design at the end of the project
