2 www.csgconsult.com Cancer Research 7 th December 2007 Background Three new government departments were set up by the Prime Minister on 28 June 2007. These are: Department for Innovation, Universities and Skills (DIUS) functions from DTI and DfES Department for Business, Enterprise and Regulatory Reform (DBERR) used to be DTI Department for Children, Schools and Families (DCSF) used to be DfES

3 www.csgconsult.com Cancer Research 7 th December 2007 Commission for Employment and Skills It is designed to strengthen employer voice, merging the Sector Skills Development Agency and National Employment Panel It has appointed a chair – Sir Michael Rake It will report on progress, scrutinise, recommend policy and operational improvements It will play a critical part in securing for the UK the ambitions of achieving a world class profile on skills by 2020 and the aspiration of an 80% employment rate.

4 www.csgconsult.com Cancer Research 7 th December 2007 Purpose To be responsible for Sector Skills Councils and a network of employment and skills boards Reform, re-licence and empower Sector Skills Councils with a lead role in developing vocational qualifications - only those approved by the SSC should get public funding, and role in raising employer engagement and demand for skills. The Commission will also ensure better integration of the employment and skills services

5 www.csgconsult.com Cancer Research 7 th December 2007 A Network of ESBs Employer led Employment and Skills Boards reporting to the Commission. Their role will be to: Engage local employers Articulate local labour market needs Scrutinise local services Recommend improvements in integrating labour market and training support. Engaging local employers will improve the matching of work-ready applicants to sustainable jobs, including the disadvantaged. This network will rationalise and build on successful city, employer coalition and regional models
