1 KICK-OFF MEETING ABCDE: ASEAN-EU ENERGY COOPERATION NETWORKING FOR PRIVATE SECTOR Tun Lean REPP-SSN Vice-Chairman Director General of Energy ( MIME) Brussels, 11-13 July, 2006

2 Structure  Representatives from each of the ASEAN member countries as nominated by the respective Senior Officials on Energy (SOE) Leaders  Representative from the ASEAN Secretariat  Representative from the ASEAN Centre for Energy (ACE)

3 Objective  To create an ASEAN body that shall undertake regional energy policy analysis; oversee the preparation, evaluation and monitoring of regional energy plans; and conduct environmental impact analysis of energy development and facilitate the application of environmental mechanisms in the energy sector  to enhance national and regional energy policy analysis and planning towards sustainable development

4 Function  Strengthening and maintenance of a regional energy database through information sharing among the ASEAN countries;  Capacity building for regional energy policy analysis and planning;  Energy policy and system analysis;  Energy outlook preparation and publication;  Overseeing the implementation of the ASEAN Plan of Action for Energy Cooperation;  Evaluation and monitoring of the ASEAN regional energy master plans;  Regional energy supply security policy analysis and planning;  Environmental impact analysis of energy projects and application of available mechanisms for environmental impact mitigation in the energy sector

5 Target Group of Network  Energy Planners and Policy makers in ASEAN member countries  SOE Leader of ASEAN  ASEAN+3 Energy Security Forum  ASEAN specialised bodies (ASCOPE, HAPUA, AFOC, EE&C-SSN, RE-SSN)  Regional and International organisation in the area of Energy Policy and Planning

6 Economics and Finances of Network  For the Regular Annual Meetings and other activities of the REPP-SSN, the countries shall defray the expenses of their representatives/participants as their in-kind contribution.  For activities/meetings of external- assisted projects, expenses shall be charged from the budget of the specific project.

Continuation of Information Sharing and Networking  Continue and update the member's country energy policy and plans/infonet of ACE  Continue and update the ASEAN energy database system of ACE 2. Capacity building in energy policy planning, supply security assessment and database development  Continue capacity building activities of member countries in energy policy analysis, database maintenance, supply security assessment through training, joint studies and technical exchanges between member countries

Incorporation of environmental and sustainable development concern in regional policy formulation  Continue the information networking on environmental data related to energy development  Conduct studies on the environmental and energy policies for sustainable development  Undertake regional cooperation on energy and sustainable development 4. Analysis and preparation of regional energy policy and outlook  Conduct analysis on regional energy policy and outlook using common methodologies / framework  Prepare regional energy policy and outlook PROGRESS - Participation in seminars/ workshop/training - EPSAP 3 rd regional study on Policies and Strategies toward Energy Trade and Sustainable Development in ASEAN - Cooperation with UNESCAP Energy Demand Outlook for the ASEAN using Microfit and Leap (Activity under the SOME-METI ESSPA) - Regional Policy Analysis reports (3) under the ASEAN-Australia EPSAP using MARKAL

Strengthen collaboration/ cooperation among national and regional institutions in energy policy and planning  Expand energy modal network for the region  Conduct seminar/workshop and regional in energy policy planning and supply security assessment  Exploration/utilization of all kind of indigenous energy resources 6. Address energy issues pertaining to ASEAN dialogue partners/other relationships Continue/pursue dialogue with the following:  ASEAN-Japan  ASEAN+3  ASEAN-EU  ASEAN-Australia  ASEAN-Germany  ASEAN-Multi Lateral Agencies PROGRESS Training on Energy Statistic to harmonize energy data of ASEAN, APEC and IEA (Under ASEAN-EU Program) Workshop on Energy Demand Outlook in ASEAN on 22-23 January 2006 in Singapore Workshop on Oil and Gas Supply Potential in ASEAN on 24-25 January 2006 in Singapore SOME-METI ESSPA ASEAN+3 Forums under SOME+3 EPGG EAEF (ASEAN-EU) EPSAP activities including the approved EPSAP CLM Phase II Training on Energy Statistics ASEAN-UNESCAP

Monitoring and evaluation on the progress of the ASEAN Plan of Action for Energy Cooperation  Conduct periodic monitoring and evaluation of the APAEC 2004-2009  Formulate an evaluation and monitoring (E&M) system for the APAEC 2004-2009 PROGRESS - ASEAN-Australia Markal Regional Policy analysis reports (3) - SOME-METI ESSPA on Energy Demand Outloook in ASEAN - Meeting Reports of the Specialized ASEAN Bodies and SSN
