2 2 Taskforce Support Established at December 3, 2008 Stakeholder meeting to help shape Workforce Education & Training (WE&T) activities Includes representatives from California’s energy and workforce communities CPUC IOUs (SDG&E, SCG, SCE and PG&E) CEC, EDD, and Other State agencies Regional Workforce Investment Boards (WIB) Community Colleges Energy Efficiency and Environmental Advocates Unions Others Initial taskforce meetings provided input on content, scope and objectives for the WE&T Needs Assessment

3 3 Solicitation Process In June 2009, SCE was tasked with the development of the WE&T Needs Assessment RFP Robin Walther, a consultant to SCE, was selected to serve as the Study Manager RFP was developed using documents prepared by the Taskforce and incorporating comments from the IOUs and CPUC Staff The RFP was issued to over 20 qualified bidders Six strong proposals with detailed work plans and strong project teams were submitted With input from the CPUC staff, SCE ranked all six proposals

4 4 Moving Forward After nearly a year of discussion and planning, SCE along with the CPUC and other IOUs are happy to formally announce our partner in this WE&T Needs Assessment endeavor……. Prior to a formal introduction, I want to introduce Robin Walther who will continue as SCE’s Study Manager SCE employee for nearly 20 years Assistant Professor at USC prior to joining SCE Consultant to SCE on a number of studies related to energy efficiency and demand response Robin will describe the planned scope of the project and will introduce the project team

5 5 Project Scope Addresses California’s workforce development needs for transition to a green economy Broadened to address green economy Demand-side programs, including energy efficiency, self-generation, advanced metering, and demand response Transportation and energy efficient infrastructure Renewable energy and alternative fuels Recycling, waste-to-energy, environmental clean-up Includes workforce development needs associated with job growth, job transformation and job loss Workforce education and job training programs Employment information systems (including content for Web Portal) Other employer and employee policies Gives special attention to participation of minority, low income and disadvantaged communities in the green economy
