Common solution: ICZM Overall goal: Improve the quality of life of resource-dependent coastal communities while maintaining biological diversity and productivity of coastal ecosystems. 3Es concepts: Environment - Maintain high level of biodiversity and protect critical habitats; Economic - Ensure sustainable uses and development of coastal areas; Equity - Incorporate social and cultural importance of coastal resources and promote fair treatment and social justice among coastal stakeholders.

4. Inspiration: An alternative approach ‘Coastal transect’ (Pauly & Lightfoot, 1992) - an approach for analysing and comparing coastal resource systems; The ‘transect’ concept cuts across diversity, complexity, dynamics and scale associated with coastal areas, allowing the comparative analysis of interactions and flows in different coastal environments; and Main objective – to understand the interconnectedness of physical and biological processes with human activities and impacts across a variety of geographic scales.

6. WP Overall goals To develop a framework for compilation and analysis of data for the understanding of interactions and flows in the coastal zone; To provide coastal managers with a decision-making framework and communication tool for integrated management plan for coastal areas.

7. WP objectives and deliverables To review of concepts and tools for ICZM with a special focus on stakeholders involvement (month 13); To provide categorisation of coastal areas using coastal transects (month 17); To develop a decision-making framework for ICZM based on coastal transect analysis (month 25); To test the framework on selected, representative coastal systems (month 34); To publish at least five scientific publications (month 34).

D.6.1 Concepts and tools for ICZM Team leaders: Kay/Juntarashote Objective: To review concepts and tools currently used for ICZM, with an emphasis on stakeholders involvement; Product: A report summarising key concepts and tools, as well as challenges and problems in the implementation. Roles and involvement of stakeholders will be described for three countries, Thailand, Namibia and Scotland (approximately 20-30 pages, single-space). Work plan: Literature search and compilation of existing information and secondary data; some interviews with key informants may be required for the description of stakeholders involvement in ICZM. Delivery date: May 1, 2006

D.6.2 Coastal transect analysis Team leaders: Pierce/Chuenpagdee Objectives: To develop a simple model, with user-friendly interface, to describe and classify coastal areas by their transects, showing the interconnectedness between physical and biological processes and human activities and their impacts Product: Software to analyse, classify and display coastal transects Work plan: Development of conceptual model, data description and outputs Model development Data collection Analysis and testing 1 st Workshop in Thailand, April 2006, (together with WP 8) Delivery date: August 1, 2006

D.6.3 Decision-making framework Team leaders: Chuenpagdee/Pierce Objectives: To develop a decision-making tool, based on coastal transect analysis, tracking interactions and flows of biomass, social (labour), economics (cash), and non-market values between different coastal resource systems. Tools such as GIS, expert system, fuzzy logic and damage schedule will be applied. Product: A software, with user-friendly interface that allows users to search database of experiences from applying different management actions to different types of coastal systems around the world and learn about what they might be able to do with their interested systems. Work plan: Activities for this deliverable will be concurrently conducted with D.6.2, with close collaboration with WP 1 for the preparation of the step-by-step tool; Initial model development will be done for selected coastal systems in Thailand and Scotland. 2 nd combined workshop between WP 6 & 8 (tentatively in April 2007 in Namibia) Deliverable date: May 1, 2007

D6.4: Testing of framework Team leaders: Chuenpagdee/Pierce Objectives: To test the robustness and usefulness of the classification system as well as the decision-making framework developed in D.6.2 and D.6.3. Product: A report Work plan: To determine test cases through consultation with members of other WPs; Once test cases are determined, conduct stakeholders and decision-makers workshops to test the models; Potential sites are Thailand, Scotland, Namibia, Brazil and Nicaragua. Delivery date: February 1, 2008

13. D.6.5 Publications Team leader: Kay/Chuenpagdee Objectives: To highlight and disseminate the products of WP 6 Product: Five publications, plus a policy brief Work plan: Team members are to join effort (also with members of other WPs) to produce at least five scientific publications that highlight the conceptual framework, methodology and results of the WP; A policy brief will also be prepared to increase awareness among decision-makers about the tools developed and their potential uses in ICZM.
