1 Creating and Managing Tribal Transfer Stations January 2012

2  How many people will you serve?  What is your service area?  Residential and/or commercial?  Agricultural waste?  On Reservation only or nearby communities too?  Frequency of service?  Special needs?  What else?

3  What types and amounts of waste will you need to deal with?  Household waste  Industrial  Medical  C&D  Ag or green waste  Composting  HHW  E-Waste  Scrap metal  CRV containers

4  Meet with your community  Curbside pickup?  Drop-off station?  Recycling? What types?  Days and hours of operation?  Re-use center?  What services currently exist?  Maybe a transfer station is not needed

5  We completed a cost analysis  Recycling needs were considered but funding limited what could be done initially  We met with Tribal Council and selected two potential sites  Created a list of the advantages and disadvantages of each site

6  We utilized funding from the USDA Rural Utility Service program  Hired an engineer to conduct a preliminary engineering report  Selected the best site based on location, view to site, slope, soils, vegetation, existing land use, cultural resources, utilities, site access, location of water wells, stormwater runoff, etc

8  Planning steps  Feasibility analysis  Conceptual plan  Site selection  Permitting  While permitting may not be an issue for Tribes there are cultural resource issues, SHPO consultation, environmental assessment, wastewater discharge, and possibly other issues to take into consideration

11  Before our transfer station we had a row of ten 4-cubic yard bins  Trash was always spilling on the ground  Lots of vector problems  Unsightly and smelly

12 Large item drop-off was a real problem This was right behind our Tribal Hall

13 Large items dropped off behind bins Land contamination

14  Should have better planned the operation and maintenance of the facility  Hire a contractor with specific experience in engineering and constructing transfer stations  We needed more room for recycling  Negotiate with the waste hauler for discounts for recycling  Hire a good transfer station manager
