4 Water resources & Availability  Overexploitation of groundwater has become a critical issue since 1980s mainly for irrigation.  The groundwater quality in some of the basins continues to deteriorate (mining,seawater intersion).  Irrigated agriculture in Yemen is expanding

5 Summary Analysis Institutional strengthening  Decentralization process.  Develop and implement of a proper system for, licensing the Drilling Companies,  Strengthening the legal department within NWRA.  The assignments of staff in various positions.  The NWRA information centre was modernised ·  NWRA ’ s website has been developed and regularly updated.  Enphsis on training  Capacity building assessment

6 Results Indicators 2005 Decentralisation  Establishment of new branhes  Ta ’ iz management plan under implementation.  Sana ’ a, Sadah and Hadramout management plan under preparation.

8 Enforcement of drilling regulations  In 2005, 73 drilling rig contractors have been licensed. The number of unlicensed drilling contractors inventoried is 231.  applications received for Well Permits increased from 83 during 2003 to 177 during 2004 and 889 during 2005.  Well Permits issued increased from 29 during 2003 to 91 during 2004 and 360 during 2005.  NWRA has established an operational room operating 24 hrs linked with a hotline (173 ).  The total violation of water law registered at NWRA-HQ and the Branches reached to 518 cases.

13 Conclusions on 2005 performance  The National Water Resources Information Center has been improved at the HQ.  NWRA intensive awaraness campaign lunched during last two years has eventualy reised the concern of the current water resources situation among wide sector of the population  A number of surveys and technical studies on water resource assessment, including comprehensive inventories of water wells completed (Amran, southern part of Tihama and Radaa).  The approved budget of NWRA for water resources management in 2005 were about 62% of the planned budget in NWSSIP, and the real expenditures were around 64 % of approved funds.

14 Recommendations  Collective effort in implementation of law  Managment plans in critical basins  Finacial requirement should be met through central budget and additional sources.  Improve reporting system within HQ and Branches and set up a national data base  Incorporate water issues into the educational system as an effective use of awarness raising

15 Indicative targets for 2006 and 2007 Capacity Development and Organisational Strengthening  Strengthening capacity of NWRA HQ and branches  Prepare a design for the central laboratory for water quality with relavent ageines  Establishment of water basin committee in Amran Tuban/Abyan and Hadramout.  More emphasis on un controled drilling  More emphasis on awarness raising

16 Results Indicators  Based on the national monitoring network expand installation new monitoring stations.  Implement water resources assessment studies in the Tihama and Dhamar region.  Continue well inventory in the Tihama basin  Implement ground water incentive structure study  Finalizing Tuban/ Abyan, Hadramout, Sada'a and Sana'a WRMPs and start implementing  Preparation WRMP in the Dhamar region  Continue implementation of Taiz WRMP  Establishment of fleet tracking system to monitor movement of drilling rigs  Improve National Water Information Centre  Establishment of three water basin committee.
