2 Status of Regulation and Laws for Chemical Management in Laos
- Environment Protection Law - Agriculture Law No 01/98.PM, dated 10/10/98 Regulation for the management and usage of pesticide No 0886/FAM, Dated 10/03/2000 ( 3rd revised ) Medicine and Medical Products Law, year 2000 Regulation for management and Control of Waste discharge from Industrial Mining Law, and Etc… Regulations on Import and Export of Chemicals - Decree On Import and Export Management Hazardous Chemical Strategic Plan 2006 – 2020 and Action Plan for the year 2006 to 2010

3 Responsibility between the sectors:
Department of agriculture responsible to register pesticide Provincial Agriculture and Forestry Office responsible to issue import permit to sale and check quality of pesticide in each provinces Responsibility between Agriculture and Food & Drug Department DOA responsible to control pesticide, insecticide ,fungicide, rodenticide and Chemical fertilizers FDD responsible for the control of househol Chemical products: ๖(termite and mosquitoes)

4 Ministry of Industry and Handicraft
MIH is responsible the Chemical Substances used in the processing industrial factories and management of dangerous chemical substances during the production processes. there was only a regulation on the drainage of waste water from the factories containing toxic substances. Ministry of Commerce is responsible for Import and Export of controlled goods Some activities concerned to the Hazardous chemical in Laos - The Hazardous Chemical Strategic for the year 2006 to 2020 Plan and Action Plan for was drafted in 2004 and the need of HCSAP is to - Addresses the environmental problems related to the import, production, usage, and disposal of hazardous chemicals. Designed to communicate the government’s policy on hazardous chemicals and raise awareness; Promotes sustainable development, poverty eradication and improving people’s livelihoods

5 Objectives of the Hazardous Chemical and Action Plan
The objective of Hazardous Chemical Strategy and Action Plan (HCSAP) Is to: 1. An effective national reporting system to register the import, production, use, emission, export and disposal of hazardous chemicals, as well as products containing the chemicals; 2. An operational national system to incorporate cleaner production solutions in all manufacturing and service sectors, as well as in households; 3. An effective national collection system for waste fractions containing hazardous chemicals throughout the country;

6 Objectives of the Hazardous Chemical and Action Plan
4. Strengthened organizational structures, involving all key stakeholders, as well as facilities that can support the incorporation of cleaner production solutions and provide laboratory facilities, information centers, legislation, financial mechanisms, and a monitoring program; 5. Capacity building of relevant staff down to the village level throughout the country; and 6. Awareness raising campaigns directed toward key stakeholders and the public on the risk of HC;

Main Activities Inventories of Hazardous Chemicals; Strengthen HC Coordination at the National Level; Capacity Building and Institutional Strengthening; Development and Implementation of Hazardous Chemical Legislation Establishment of Collection System for Special Waste Fractions Implementation of Cleaner Technology Solutions Implementation of Cleaner Product Solutions Awareness Raising and Public Consultation Implementation of Priority Pilot Projects

8 Institutional Arrangements – Organizations Involved in Implementing the HCSAP
National HC Steering Committee: STEA (Science, Technology and Environment Agency) and PSTEOs; DoA (Department of Agriculture) and PAFOs; EdL (Electricité du Laos); DoGM (Department of Geology and Mines); DoIH (Department of Industry and Handicraft); and WMA (Waste Management Authorities, Ministry of Communication, Transport, Post & Construction).

9 POPs Enabling Activities Project
The Enabling activities for POPs Project was started at the mid of May 2003 Duration of the project 2 years. Project expected outcomes: The main outcome of this project is the National Implementation Plan (NIP), In this project also Conducted the Preliminaries inventories for POPs as follow: POPs Pesticide PCB Dioxin/furan

10 Activities GHS implementation in Laos
Laos, GHS is in preparatory phase (drafting of the project proposal to UNITAR) and setting up National Steering Committee There are not any specific Law and regulation to control this activities and GHS activities is also very new for us For the import and export of Chemicals is regulated by the concerned sectors. there are no any Chemical manufacturing in Laos, all of Chemical used is imported Awareness Raising on Hazardous Chemical still need sharing an information and responsibility of chemical control between the line ministry concerned
