2 Latvian Environmental, Geology and Meteorology agency Motivation Stable and high NOx pollution levels: 1a – 20-35 ug/m 3 ; 1 h – 150-190 ug/m 3. Stable and high PM 10 pollution levels with lot of exceedances. Average number of exceedances for daily limit value – 120 times; 1 a – 48-54 ug/m 3.

The Air quality improvement plan is being implemented based on the information on exceedances and the potential risk of the pollutants as mentioned in the AQ directives and DD. 2. The program has been elaborated in 3 steps: assessment of existing situation; selection of instruments and arrangements for AQ improvement; setting up scheduled AQ improvement plan. The main tasks of the AQ monitoring for the period till 2009 are to lower the air pollution level to the level for human health protection and to implement preventive measures for places of satisfactory AQ but of potential danger in the future. 4. For implementing the target priorities were defined, mainly based on a cost effectiveness analysis, forecast of air quality changes (based on temporal dynamics of emission sources).

14 Latvian Environmental, Geology and Meteorology agency Air quality improvement plan (3) Different simulations were performed, based on information about geometry of emission sources, annual emissions and traffic intensity. Some of scenario's: 1. NO2 pollution simulation depending on type of source - traffic sources, stationary sources (point, area); 2. NO2 pollution simulation depending on economical activity - small furnaces (centralized heating and heating of private houses), steam shops, manufacturing companies, companies operating at Riga Free Seaport territory, traffic; 3. Benzene pollution simulation for different scenarios - increasing traffic intensity, quality of fuel, etc.
