Accelerators Status All the machines are now running! Increased workload towards operation support Injectors: Successful completion of the NA Ar run involving  effort in LINAC3 and LEIR (Xe run in 2017) SPS scrubbing run: 2x10 11 p/bunch (close to HL-LHC requirements). Doublet beam: another LHC beam flavour is now at hand to fight electron cloud in the SPS and LHC! PS: great progress in the MTE commissioning and performance: stability issues understood and solved, beam injected and accelerated in the SPS, extracted to North targets  getting very close to operational beam 17/09/2015 ABP Group Meeting 2015 - G. Arduini5

Accelerators Status LHC: Successful commissioning and operation up to 6.5 TeV. Initially affected by UFOs and aperture restriction in 15R8 Optics extremely well controlled Scrubbing run affected by: TDI point 8 vacuum (likely non-conformity) MKI vacuum point 8 Cryogenics control (learning curve…) Doublet injected in the LHC but not yet efficient tool for scrubbing. 25 ns still producing electron clouds in the dipoles. Slow conditioning? 17/09/2015 ABP Group Meeting 2015 - G. Arduini6

Accelerators Status LHC: Intensity ramp up ongoing with initially with 50 and now 25 ns : Affected by UFOs and SEU on QPS due to non-radiation hard electronics UFO rate high but signs of conditioning SEU in QPS seems to be under control after massive electronic card replacement during TS2 Limitations in the maximum number of bunches per SPS extraction (144 bunches with 25 ns beams) due to TDI and SPS dump issues Contamination of the CMS solenoid cold-box requiring frequent stops Now at 1033 bunches per beam. Evolution depends on TDI8 behaviour and heat load evolution 17/09/2015 ABP Group Meeting 2015 - G. Arduini7

Integrated L 8 We more than doubled the integrated L since TS2 (even if absolute still modest), we can change to fb-1 units soon. 25 ns lumi now at same level than 50 ns (but with ~twice as many bunches). J. Wenninger LMC 16 th September 2015

Projects HL-LHC/LIU Cost and Schedule review outcome and consequences (March 2015): Overall very positive assessment for both projects Review of the ion programme/parameters to achieve the experiments requirements HL-LHC Civil engineering in IR1 and IR5 and potential impact on LHC operation during Run 3 identified as an important risk factor Staging of the installation of the crab cavities (half in LS3, half later) Delay by 6 months of LS2 to 2019 and increase of its length (2y): Normal LHC run in 2018 HL-LHC civil engineering work can take place during LS2 Sufficient time for LIU upgrade and commissioning of the injectors LS3 delayed by 1 year (to start in 2024 for 2.5 years) 17/09/2015 ABP Group Meeting 2015 - G. Arduini10

Projects LIU: LINAC4 commissioned up to 12 MeV H- source delivering 50 mA in the tunnel. Emittance to be measured HL-LHC: Following the C&S Review outcome HL-LHC in MTP2015 document period 2021-26 for information (HL-LHC full CtC). First discussion at Council in June positive: approval (hopefully!) this week Project structure is under reorganization in view of passage from HiLumi LHC Design Study phase to HL-LHC Construction phase ELENA: H- source for commissioning at CERN and being tested Installation phase starting Commissioning starting mid 2016 17/09/2015 ABP Group Meeting 2015 - G. Arduini11

Recall - Historical Perspective … 1960s Introduction of Indefinite & Limited Contracts (ID & LD) Staff members peaked at 3788 for SPS construction (1975) 1996 Council voted for LHC commissioning & operation to be at 2000 FTEs by 2005. 2002 Plan allowed for FTE increase during LHC construction period with a further reduction until 2010 2003 Council approved insourcing (~300 FTEs) – “Local Staff” Programme, but target remained 2000 FTEs 2006 White paper foresaw 2250 FTEs in 2009. IC limit proposal of 1700. 2009 Decision to stabilise CERN at 2250 Active FTEs (FTAs) 2011 Flexibility posts (+5% in MTP 113 posts) - Commitment not increase number of ICs, i.e. maintain maximum of 1750 ICs Today 2524 staff 1761 ICs 763 LD ~150 recruits / year 30-50 IC departures / year ~ 150 LDs ending each year LD contract duration is 5 years 40% probability of IC → will diminish significantly if no action taken A-S. 16 Why a new Contract Policy? Some core activities require significant training important investment time for candidates to demonstrate her/his strengths Flexibility: better adapt to the new accelerator schedule (5 years periods) allowing competency transfer keeping flexibility for hiring staff in time limited projects or in less training intensive activities favour internal mobility Retention/attraction of expertise: given the commitment made at Council to maintain the number of indefinite contracts at a certain level Increased attractiveness for experienced mid-career hires (emerged from staff surveys) 17/09/2015 ABP Group Meeting 2015 - G. Arduini16

Essence of new contract policy LD IC 1-5 years 1-3 years Up to 80% Up to 66% Up to 40% current LDIC proposal Retention Turnover <40% >5% Retention Turnover >50% >4% All percentages for extensions & ICs shown are ‘upper limits’  neither quotas nor guidelines  i.e. “maximum we can afford”  Limited by personnel budget 17/09/2015 ABP Group Meeting 2015 - G. Arduini17
