2 PDE updates Federal updates Funding info DFP activities Welcome to the annual PAFPC conference! The purpose of my session is to provide you with updates from the federal & state level as well as introduce you to what’s new in DFP.

3 What to expect at the 2015 PAFPC conference
Many new sessions offered by the Division of Federal Programs this year. CEP, PIL & KTO strands are available. Additional keynotes New topics will be explained at your regional meetings. You will receive preliminary Title I & IIA allocations again this year! During this session I will provide you with an update to what’s going on in the world of federal programs at the district, state & national level.

5 What’s happening in DFP?
*Reward School Grants – Pilot year DFP awarded $1.5 million to schools across PA Collaboration – Innovation - *SIG – new round of SIG coming up. Priority schools & Focus schools are invited to apply. Grant opens up on May 11th - *KTO/Striving Readers – Literacy conference June What’s happening in DFP?

6 Each SEA plan must include an assurance that the LEA will “ensure, through incentives for voluntary transfers, the provision of professional development, recruitment programs, or other effective strategies, that low-income students and minority students are not taught at higher rates than other students by unqualified, out-of-field, or inexperienced teachers.” Plan due June 1 comments to SEA Equity Plan

7 Continued... Contents of An Equity State Plan
Describe and document stakeholder engagement Analyze data to identify “equity gaps” Explain the likely causes of the equity gaps Identify strategies to eliminate equity gaps Describe measures to evaluate progress in eliminating equity gaps; and Describe how the state will publicly report on its progress Continued...

8 PDE requested and received 2 month extension of the March 31 deadline for submission. 
Very minimal changes were made to principle 1 (PA Core) and principle 3 ( Principal and Teacher Effectiveness).  Changing the exit criteria for focus and priority schools to mirror the entrance criteria. A new category of schools that do not quite meet the criteria for focus and priority but are close is being proposed .  These schools will be called “alert” schools.  Designated Title I alert schools will be required to enter into the comprehensive planning process. 10 Uniform Grants Guidance- UGG
Replaces OMB A-87 (including other circulars) and EDGAR Effective July 2015!! Purpose: simplicity & consistency

11 Written policies for cash management, travel reimbursement
MAJOR CHANGES: Focus on “outcomes” not “processes.” Annual Performance Goals will be set by LEAs & reported on. Time and Effort reporting will change – to become more flexible. Takes out Single/Split Funding certifications and leaves up to USDE/PDE. Moves internal controls from the audit to the administration – becomes PDE’s responsibility. 13 Updates to eGrants! Two new uploads 1. Non-public signature form
Template will replace Non-public sign off in eGrants 2. Federal Funding Accountability Transparency Act (FFATA) Sub -recipient Data sheet The Federal Funding Accountability and Transparency Act (FFATA) was signed on September 26, 2006. Uniform Grants Guidance (UGG)assurances – built into consolidation application section in eGrants.

18 Reauthorization?? Title I turned 50 this year!!
No reauthorization as of yet Going nowhere Attend Noelle Ellerson’s keynote this afternoon for up to the minute information at federal leavel! Reauthorization??

19 DFP delivers the majority of the content at the annual PAFPC conference. All staff except for 4 are here at the conference! Please make sure you meet them while we’re here at 7 Springs. DFP TEAM!!!
