3 1. INTRODUCTION

4 WHAT IS DEBATE? Debate is about giving information, facts, and explaining it through structured argumentations, and supporting structure. Examples explain logic. It’s not logic explains examples. Debate is representing your own party, society, or whom you stand for. Example: Republican Party, Democratic Party, Feminist Movement, LGBTQIA Movement, Born This Way Foundation, etc. Debate is about consistency, and team work.

7 TEAM Asian Parliamentary System (3 on 3 Debate): – Consists of two teams and three speakers in each – The teams are: Affirmative / Government / Positive / Proposition (argue in favor of the motion / topic) Negative / Opposition (argue to against the motion / topic)

8 AFFIRMATIVE / GOVERNMENT / POSITIVE SIDE Supporting the motion Setting up the debate through explaining several things: – Problem  why do we need the motion – Urgency Point  why the motion is important to debate – Justification Point  why the motion is right – Practical level analysis  why the motion is applicable / beneficial NOTE: Rebut your opponent!

9 NEGATIVE / OPPOSITION SIDE OF THE HOUSE Opposing the motion Negating the debate through explaining several things: – Negation  why Govt case is wrong / the problem doesn’t exist – Counter Proposal*  why your case is even better to solve the problem – Justification Point  why motion is not right – Practical level analysis  why the motion is not applicable / beneficial NOTE: Rebut your opponent!

11 SPEAKER ROLES Government side of The House: – Prime Minister (PM) – Deputy Prime Minister (DPM) – Government Whip (GW) Opposition side of The House: – Leader of Opposition (LO) – Deputy Leader of Opposition (DLO) – Opposition Whip (OW)

12 1 st SPEAKERS PM -Definition & Contextualization -Substantial Arguments for proposing the motion (Urgency, Justification, Practical Analysis) -Summary LO -Clarifying PM’s case set up (if necessary) -Rebuttals for PM’s arguments -Substantial Arguments for opposing the motion (No Urgency, Unjustification, Practical Analysis) -Summary

13 DEPUTYS Rebuttals for the previous opponent speaker’s arguments Extension Arguments (different from your 1 st speaker, PM/LO)  usually focus more on the impact of the motion  whether it will bring benefit or harm Summary

14 WHIPS Map out how the debate went (clustering some issues and summarizing the debate) Add more rebuttals but NO NEW ARGUMENTS Comparing your case with your opponent’s case  Proving your team case is way better Summary

15 REPLY SPEAKERS Either the 1 st speaker (PM/LO) or the 2 nd speaker (DPM/DLO) Tell the adjudicator(s) what has happened in the debate Convince them why your side should be the winner of the debate NO NEW MATTER(S) AND / OR REBUTTAL(S) It has a half of substantial speaker score (average 37,5)  it won’t contribute to your own speaker score but team score

17 4. MOTIONS

18 MOTION(S) Topic to debate. It must be debatable (both sides have same room to defend their positions) E.g. We won’t debate upon whether or not China is a Democratic Country, but whether China as a social Communism Country should ban One Child Policy It has two type of motions: – Proposal – Philosophical

19 PROPOSAL MOTIONS Mostly it begins with This House Would … Example: THW Legalize Drugs, THW Disband FPI, etc. This motion aimed / expect the debaters to debate whether or not certain action needs to be done, without neglecting philosophical ground (Require certain mechanism)

20 PHILOSOPHICAL MOTIONS Mostly it begins with This House Believe That … / This House Regrets … Example: THBT ice bucket challenge brings more harm than good to ALS, etc. This motions expect debaters to debate whether or not certain value is wrong / right, or judging certain value based on certain reasons without neglecting practical level analysis.

21 HEADING In each round, Adj-core will only release one heading (consists of 3 motions) The heading will only be used for ONCE E.g. LUST IN LOVEHeading 1.THBT everybody deserves a second chance 2.TH regrets the extravagance of wedding ceremonies Motions 3.THW stop looking for love and get into an arranged marriage

22 MOTIONS PRIORITY Teams require to prioritize the motions in the heading Only one motion applied in each round e.g. 11121213 22232122 33313331 Note: put the motion you like the most in the top of the order to the least motion you like

23 5. CASEBUILDING

24 CASEBUILDING All teams have 20 minutes to case build. Each speaker has 5 minutes to speak, max. 5’20’’. Beyond than that you will not be listened [Penalized]. Points of Information (POI) are allowed after 1 st minute to 4 th minute. POIs duration is 15 seconds. The speaker has right to reject or accept the POI. However, POIs’ are urged in this system. POIs are allowed to be given to the Substantial Speakers not Reply Speaker

25 CASEBUILDING No electronic devices and any help from other people except the member of the team during case building time Printed materials are allowed during case building time, BUT not in podium No offensive words and No personal attacks [Say dark skin instead of Negro]

26 6. SCORE SYSTEM

27 SCORE SYSTEM MANNER: 35% It’s about body gesture, we perform public speaking skills. Not too fast, too slow, too loud or too soft. MATTER: 45% It’s about content of your arguments. Relevant case, valid facts, and logic reasons. METHOD: 20% It’s about the way you deliver your arguments. Sign posting, clarity and understandable explanations.

28 RANGE SCORE 68= Stone 69 = Greetings and say No / Yes as well as unnecessary words 70 – 71 = Un-well structured, no rebuttal (miss targeted), many rooms still can be improved. Very least development of cases. Little to no relevant of argument. (Frog) 72 – 73= Weak rebuttal, un-effective way of speech. But have focus and relevancy toward the motion, but BOP remains questioned. 74= More relevant, but still have some jumping logics. There is an attempt to explain BOP, BUT lack of link back to the motion 75= AVERAGE. Overall is good. Role speaker has been fulfilled. BOP has been answered BUT lack of minor details elaborations.

29 76 - 77= Above average. Lot of solid points, effective speech, sharp and clear rebuttal and argument, but still have some of thin argument still exists. 78 - 79= Very good. Only slight points that should be tightened, great POI and rebuttals, and solid reasoning (Relevant, effective, direct, significant). 80 - above= Imam Mahdi

30 MARGIN The total score of the winning team subtracts the total score of the losing team in one round. At the end of the preliminary rounds, this margin will be accumulated. Example: PM: 75LO: 73 DPM: 73DLO: 74 GW: 75OW: 75 Reply: 36Reply: 35 Total: 259Total: 257 Margin : 2Margin: -2 Explanation of margin in each round: – 1 - 3: Close Debate – 4 - 6: Close to Clear – 6 - 9: Clear Debate – 9 – 12: Very Clear – >12: Frog vs Obama

32 MATCH UP SYSTEM 1 st Preliminary Round: Random Order 2 nd & 3 rd Preliminary Round: Break and Slide System – Victory Point: Win = 1 ; Lose = 0 – Team Score: Total score of 1 st – Reply Speaker – Margin: Win = Positive number (1,2,3, etc.) ; Lose = Negative Number (-1,-2,-3, etc.) Elimination Round: Power Match System  8 Breaking Teams: 1 st breaking vs 8 th breaking, 2 nd breaking vs 7 th breaking, 3 rd breaking vs 6 th breaking, 4 th breaking vs 5 th breaking  Semifinal : (winner of 1 st vs 8 th ) vs (winner of 4 th vs 5 th ), (winner of 2 nd vs 7 th ) vs (winner of 3 rd vs 6 th )  Final: winner of each semifinal room

35 ADJUDICATOR(S) Blank paper Master in debating rules Average educated people e.g. They know that RRC applied communism in its government system, US is democratic country etc. BUT its expected that debaters still explain or at least say it explicitly Even if they master the knowledge, they are not allowed to step their knowledge in the debate, so it’s the duty of the team to explain Officially accredited (A,B,C but not Trainee) Judging based on what happens in the debate, no personal knowledge, except in evaluation / feedback Must be in odd numbers (1,3,5,7, …)
