3 Why ? Why should we use Parliamentary Procedure? - Orderly meetings - Widely used - Professional Why should we use Robert’s Rules of Order? - Observe the rule of the majority and the right of the minority

4 Professionalism Members of the assembly must: - Maintain a high level of Professionalism - Respect Others - Respect Self - Respect Organization

5 The Order of Events Typical Business Session - Call to Order - Roll Call - Must have 2/3 of squadron members present to have quorum, for voting purposes - Briefings/Guest Speakers/Awards, etc. - Resolutions/Business - Adjourn Speed is Important: Little time given, many things to get through

6 The Order of Events Resolutions – The Process Introduction (Read by the Chair, explained by Sponsor) Q&A (Sponsor answers questions concerning resolution) Time limit: TBD Debate (Discussion of opinions concerning resolution) Time limit:TBD The Vote (Determine whether or not to adopt the resolution)

7 The Order of Events Resolutions – Notes If the result of the vote is too close to call, Division can be called. Amendments/Editing: - At any time during Debate, A friendly amendment can be proposed. - The amendment follows the same basic process as the resolution itself: Introduction, Q&A (if necessary), Debate, Vote

8 How and Who? How do I address the Chair? Madam/Mr. Chair, I am John/Jane Doe my question is…. or I move to…..

9 What to Say Motions (I move to..): - Adjourn (end business session) - Amend the Resolution…(add a friendly amendment to a resolution) (must state the proposed amendment) - Close Debate (“I move the previous question”) - Division (“Division!”) (asking for a better count of the vote) - Postpone Indefinitely (Kill the Resolution) - Table …(postpone the current issue/resolution until a later business session)

10 What to Say Questions during General Business - Question about Parliamentary Procedure “Parliamentary Inquiry, please.” - Question about topic at hand “Point of Information” Questions of Order - Questioning the Process “Point of Order” All of these questions take precedence over anything else taking place, but must be recognized by the chair.
