2  All meetings are run by Robert’s Rules of Order  The rules are intended to facilitate the meeting  Ensure that all decisions are made fairly  All voices are heard, not just the loudest ones  Most effective when delegates ensure that they are at all times respectful towards the meeting chairperson and the other meeting participants Introduction

3  The commencement of the meeting  At a set start time  Commences if quorum - the minimum number of voting members – has been established.  If quorum has not been established, a new date and time may be set, any decisions made without quorum are non-binding. Call to Order

4  Chair maintains list  Keeps order of those who wish to speak  Must be recognized by chair to speak.  A new speaker’s list is made for new motions  Chair may give priority to individuals who have not spoken, to those who have.  Before speaking, individuals must state whether they are ‘for’ or ‘against’ the motion Speaker’s List

5  Any voting member may move a motion,  Another voting member must second the motion.  Motions are normally ahead of time, so that they can be reviewed.  The structure of a motion is formal, stating reasons for the motion in the whereas clause(s), and the actual resolution should follow the words “be it resolved that (BIRT).”  Motions must be phrased so as to take a positive action, as you cannot vote to not take an action. 6  Amendments change a motion  One may amend made a first amendment, but no further  Motions of substitution vs. Amendments  Changes can be ‘friendly’ if the mover and seconder agree to the change suggested. ◦ If opposition exists, a formal amendment must be made. Amendments

7  While a motion is on the floor, one can motion to: a.Amend b.Divide c.Table d.Refer e.Call the Question f.Reconsider g.Recess h.Adjourn Order of Precedence

8  Points take precedence over whatever is on the floor. In order to do so, an individual raises their hand and calls their points, waiting to be recognized by the chair. a.Point of Order b.Point of Information c.Point of Privilege d.Challenges to the Chair Points
